The Research On Ecosystem Services Value Caculation And Compensation Of Forest In Watershed Ecological Barrier Area

In recent years, with the rapid development of Chinese economic construction, watershed-ecological environment problem has become increasingly prominent. The forest ecosystem plays an important role in watershed, which provides giant services for watershed development. The services providedthe forest ecosystem do not belong to in situ ones. For a long time, that result in the upstream area protects forest at the expense of the right to development for ensuring the downstream area to acquire the high quality water resources, ecological products and services. In order to change this situation, it is necessary to sdudy on forest ecological compensation mechanism and service value in the upstream area of watershed.The forest ecosystem in Xinfeng Country in Guangdong province dubbed ecological barrier area was chosen for studying on connotation, service function and value of the forest ecosystem based on the method of forest ecological benefit. The forestry ecological benefit index system, including7functions and11indexes, was established by combining with the property of forestry region. The value of forest ecosystem services was evaluated quantitatively to be143billion yuan, including direct value of1.12billion yuan and indirect value of142billion yuan by using the method of market value, project law of the shade, law of cost of chance and so on, based on Xinfeng forest ecosystem. The ecological services values of different functions are as follows by descending order:water conservation>soil conservation>the protection of biological diversity>purifying air>leisure and recreation>collecting carbon and releasing oxygen>material production. The forest ecosystem service function value of per unit in xinfeng country was6.8times and2.3times as big as the national and Guangdong province.The research results show that the forest ecosystem service function has immense economic value. It is necessary to protect the forest ecosystem in the upstream and develop the forest resource resonable.The residents’ willing to accept (WTA) for the forest ecological benefits in Xinfeng country were surveyed and analized using CVM method and evaluated the influence of WTA. The analysis results showed that the status of cadre and the income have little relationship with the WTA. There wera high relationship between WTA and the residents with higher education. It increased with the age and decreased with the income increase.Based on the above study, this study put forward the reasonable compensation advices of realizing forestry ecological benefit. The external theory, public goods theory, ecological capital theories were used to widely and deeply analyze forestry ecological benefit.Considered the practical experience of forestry ecological compensation, the forestry ecological compensation mechanism was constructed, the issues needed to be addressed were raised, and the improving suggestions of forestry ecological compensation were put forward as well, which was helpful to promote local forestry sustainable development.
