The Development Of Cultural Industry And Shandong Economy Growing:Theory、Measure And Policy

Recently, many cities take policies to support cultural industry. Compared to traditional industry, the cultural industry has more advantages such as energy saving、 low pollution high product high added value and help to up-grade the traditional industry construction, which makes itself a new economy growth point. This paper use theories as well as empirical analysis to find out the principle that the cultural industry has positive effect on the economy growth in Shandong province. The truth is that the scale of cultural industry in Shandong is big but not strong and the cultural industry now develops fast but not enough in motivation in future. Based on the specific analysis on the economic data of17cities of Shandong province from1999to2012, we find that (i) the growth of investment on fixed assessment has some negative effect on the cultural industry,(ii) the rate of students in high school can increase the cultural industry in the long term.(iii)the direct investment from abroad can increase the cultural industry of Shandong province.After analysis on the theory、status and empirical data, the paper comes up some policy suggestions on the cultural industry and economy growth:infiltrate culture into product to help the traditional industry up-graded、take policies to enhance the cultural industry、increase the percentage of technology element in cultural industry、treasure talented people、encourage private capital to invest in cultural industry and bring in foreign capital when necessary、optimize the consolidation of cultural resources and encourage the cultural products exportation.
