Research And Suggestions On Beijing’s Cultural And Creative Industry Policy

As a new form of industry rising in the21stcentury, the cultural and creativeindustry not only has great prospects for development, but also possesses importantstrategic significance for the promotion of scientific and technological progress andindependent innovation, as well as the transformation of the economic growth mode.Developing cultural and creative industry, is an important strategic decision made byBeijing Municipal Party Committee and Municipal Government to implement thecentral spirit, is an important content to comprehensively carry out the scientificoutlook on development, achieve comprehensive coordinated and sustainabledevelopment of the economic society of Beijing, and build a leading top area of thesocialist harmonious society; is a powerful measure to enhance Beijing’s capability ofindependent innovation and the building of an innovative city; is an inevitable choiceto promote the upgrading of industrial structure and the transformation of economicgrowth mode of Beijing.In recent years, under the support of the large-scale development policy onnational cultural and creative industry, Beijing focuses on the characteristics of itsregional cultural resources and the realities of the industrial development, learns fromthe previous domestic and foreign experience, and plays a leading role and model informulating cultural and creative industry policy. However, the development ofcultural and creative industry is a systematic complex project, and there are still manyproblems in the development which need guidance and support of macro-level policy.But the overall policy research of cultural and creative industry is still in its infancy.This paper defines and analyses the basic concepts of cultural and creativeindustry policy, seriously studies the evolutionary structure and current status ofBeijing’s cultural and creative industry policy, analyses the effectiveness of thedevelopment of Beijing’s cultural and creative industry policy from multipleperspectives, carefully and specifically analyses the major problems in thedevelopment of the industry, and proposes the platform for financial innovation, theleading role of platform building, the objective standard of industrial support, theestablishment of a diversified talent development system, the creation of apeople-oriented business management mode and other policy recommendations, so asto promote better and faster sustainable development of the cultural and creativeindustry of Beijing.
