The development of human civilization is a dynamic process. From the beginning of civilization, different civilization system experienced a development process of point to face, from individual to joint interaction. The interaction of Civilization has both antagonitic and non-confrontational. No matter what kind of them, which influence the interactive civilization in fact. They are compared with each other, know about their respective advantages and limitations and then distinguish their advantages and disadvantages, find a way for civilization to a higher level. Mr. PENG Shu-zhi thinks of the civilization interaction as a "golden rule" about civilization exchange, which is the ultimate, cause that every thing changes. To study the human civilization history by the theory, we can get the effect guiding the overall situation undoubtedly. As a learner about the theory of civilization exchange, I use it to explain thoughts on diplomacy and diplomatic behaviors.Whether ancient or modern, the subcontinent of South Asia is one point of intersection of world civilization, as the main body of subcontinent’s civilization, India civilization is better choice to researcher, of course. In history, India has suffered many alien invasions. There were even established big countries by some nations on the subcontinent of India, which s a great influenceto world. Alien entered India and brought war and suffering for a long time. But, at the same time they also brought different new civilization. Facing to the new civilization, In order to survive on their own, India civilization must perfect itself and find a suitable way for survival and development. So on one hand it maintains its own civilization’s essence and features, on the other hand learns other civilizations, and absorbs the useful composition, eventually India civilization shows powerful vitality. It also presents some features:unique, inclusiveness, integrity, diversity and adaptability. The process of formation and development of India civilization interpret the theory of civilization exchange rightly. It is the crystallization of civilization communication, too. In this article, Nehru’s foreign ideologic and diplomatic practices are selected, because Nehru was one of the heritages of Indian civilization. he accepted the education of modern Western industrial civilization, extensively researched the essence of civilization system, and tried to turn the essence part of the civilization systems which fit for India’s national conditions to India and serviced India’s development and take-offs. Nehru’s experience, diplomatic ideologic and diplomatic behavior express the characteristics of civilization exchange, is the example of civilization interaction. In addition, Jawaharlal Nehru, makers and implementers of India’s foreign policy, his foreign ideas and principles laid the foundation of India’s diplomacy, from which we can clearly see the intrinsic link of theory of civilization exchange and diplomacy from him. Such link is the the important content that is researched.By researching intrinsical link of theory of civilization exchange and diplomacy, on the contact interaction law in this theory I have a better understanding. In this article,through the analysis of Nehru’s foreign ideas and practices, it is clearly summarized that the process of civilization exchange is either active or passive, but finally, it is a interactive process.Civilization exchange in the interactive process has both peace and conflict. Diplomacy is the embodiment of peaceful interaction. However, we can not ignore the war is also a form of interactive exchange, and is the consequence of diplomatic failures. So diplomacy reflected in bilateral or multilateral interaction, it not only reflects the interaction of the peace, but also reflects the interaction of non-peaceful or confrontational. Put civilization exchange interaction law in studying the Nehru’s foreign thinking and practice on Nehru’s study, it provides a new perspective.
