Great cultural development and prosperity depend on the self-consciousness of the whole nation and especially should further strengthen knowledge to cultural macro-management. Undoubtedly it has very important significance to do deep research and correct understanding cultural macro-management for promoting cultural management theory’s reform and practice, improve the capacity of cultural undertaking’s overall prosperity and speedy development of cultural industry. Therefore, this paper focuses on analysis and research of the main bodies of cultural macro-management, evaluates behavior mode and effect range of different main bodies so as to make clear basic theories of cultural system reform in China, and at the same time brings forward relative problems that might occur at present and in the future in the process of cultural system reform as well as relevant basic solutions.The process of cultural system development is in nature a process of change of the inter-relations among the main bodies of the Party, government, units, enterprises, social organizations and citizens. These bodies create all kinds of social relations. In process of standardized adjusting those relations, effective macro-management makes the relations to become productivity to promote cultural reform, innovation and development and new cultural system. Cultural macro-management is to set up the cultural system and to fix the project, policy, and mode of social cultural life so as to establish design of the main framework of nation’s cultural system. Therefore, this paper analyses main elements of cultural macro-management, and comments on inter-relations among different main bodies. Only when the main bodies definite its own role, make clear relations with each other on the scientific and reasonable basis of law, can the cultural system reform truly make progress and the aim of cultural prosperity be realized. However, in different historical periods the roles that the main bodies of cultural macro-management could and have eventually played in the process of cultural system reform are not fixed, relations among the bodies are not in a certain reasonable mode, and have formed a complex situation of change, mutual influence and development. Along the historical journey of cultural system reform they process together but not always in a fixed reform line, and develop under a kind of mutual influence. Moreover, reform and change in history would have unusual development mode of broken, breakthrough and jumping periods. And the cultural system reform is of no exception. Therefore, complicated situation makes theory research more important. The process of reform is the change of specific arrangement of cultural system. The author focuses on main bodies and their relations of cultural macro-management, and comments on present cultural system. This paper is of some practical importance in cultural system reform. And at the same time it provides theoretical support for future development of research in cultural system reform.
