Research On Cultural Management Policies In Western Countries

In Western countries,cultural management evolves from art administration.At the aspect of the cultural administration management model,there are ministry of culture form,council form and the council-the ministry of culture form in western countries.Characteristics of the cultural management in western countries are as follows: emphasis on cultural policy-making;the separate powers owned by the three departments of policy,decision-making,and implementation;the implementation of results-oriented performance management,attention to protect local unique culture,and so on.Chinese culture system reform is at a crucial stage,and it is the right time to explore ways to make Chinese cultural management system innovation,drawing on the experience and practice of western cultural management and combining with China's reality.Therefore,the author suggests that the culture management system centered by the council-the ministry of culture form should be established,the culture governance measure should take classification governance and diversified supply as the means to protect the culture equity;the cultural investment policy should take increasing the total investment,improving investment structure,raising investment efficiency as the orientation,and follow the principle of general equality,the principle of differentiation,the principle of efficiency and the principle of diversification.
