For various reasons, the current problem of the lack of credit in our country ismore prevalent; in some areas, industries and people, the problem has even reached amore serious level, which has largely affected the stable and healthy development ofChina’s economy and society. In order to reverse the passive situation, it is verynecessary and urgent to study the credit problems in-depth. Based on thisunderstanding, this article does general theoretical discussion on credit problemsmainly from the following aspects.Chapter one is an introduction, mainly including four contents. The first sectionexpounds the origin and meaning of the study on credit problems. The second sectionreviews the current situation of the domestic and foreign credit research. The thirdsection puts forward the basic thought and main research methods on credit problems.The fourth section points out the possible innovation and deficiencies in this article.Chapter two, consisting of three contents, investigates the history of creditthought from historical perspective. The first section investigates the history of creditthought in our country, and points out the exponents of the pre-Qin Period began thesystematic thinking on credit thought; the credit thought of Qin and Han Dynastiesobviously showed a clear theological and secular tendency; due to the long-termsocial unrest, the credit thought of Weijin and Southern&Northern Dynasties faced acertain challenge; the credit thought of Sui and Tang dynasties focused more onpolitical practice; the credit thought of Song and Yuan Dynasties, especially in theNorthern and Southern Song Periods obtained great development; the credit thoughtof Ming and Qing Periods had a breakthrough due to the influence of the capitalismsprout; during the period of the Republic of China, some bourgeois thinkers gavecredit thought new connotation. The second section surveys the history of the westerncredit thought, and points out that the ancient Greek and Roman blazed a trail ofwestern credit thought, containing the provisions of the credit contract and creditlitigation in Roman law; the credit thought of Medieval western society, inheriting thefine tradition of the ancient Greek and Rome, was meanwhile deeply affected bycredit ethics of Christian theology; during the Renaissance, the credit thought of thewestern society gradually returned to secular direction; due to the influence of the idea of social contract, the credit thought of neoteric western society was constantlystrengthened, and the credit relations of this period was more established in the formof social contract; in modern western society, not only has the contract thought ofcredit further been intensified, but the market-oriented operation of credit has alsogradually been expanded, at the same time, the development of the legal system ofcredit has made great progress. The third section examines Marx’s credit thought, andcombs the idea of the origin of credit, the form of credit, the function of credit andthe essence of credit, etc.Chapter three, made up of three contents, analyzes the basic facts of credit fromthe perspective of ontology. The first section illustrates the basic meaning of credit.On the basis of combing different disciplinary perspectives of credit concept, it firstlyexplains the concept of credit. Then the basic components of credit like the creditsubject, credit object, credit intermediary, credit rule and credit environment aredescribed in detail; at the same time, the three basic types of credit intermediary—the procedural intermediary, the formative intermediary and technologicalintermediary are put forward. Lastly the preliminary classification of credit type wascarried on from different angles. The second section analyzes the characteristic andessence of credit. This section firstly elaborates the basic features of interpersonalinteraction, interest relationship, ethical convention of credit; then it illustrates theessential attributes that credit is the unity of promise and practice and that credit is theunity of interest and ethics. The third section discusses some rules of credit. First ofall, this section discusses how the inherent factors of credit subject, includingsubject’s interest, understanding, ability, moral character and so on, affect thebehavior of credit subject; then it discusses the interaction between credit subject andcredit object; finally it discusses the interaction between the subject and object ofcredit and credit’s economic, political, cultural, social environments, etc.Chapter four carries on the survey to value problem of credit from theperspective of the theory of value, mainly including three contents. The first sectionexamines the value attribute of credit, mainly illustrating the usefulness of credit tocredit subject, credit object and society. The second section looks at the valueclassification of credit. From the angle of the existing form of credit subject, creditvalue is firstly divided into individual value and social value; then from the angle ofthe contents of subject’s need, credit value is divided into material value and spiritual value; finally from the angle of the position of credit in subject’s values, credit valueis divided into objective value and instrumental value. The third section examines thevalue choice of credit. To begin with, this part discusses the choice goal of creditvalue, that is to promote the overall development of individual and to promote theall-round social progress; then it discusses the principle of the value choice of credit,that is, the multidimensional principle, developmental principle, unitive principle ofthe value choice of credit; finally it discusses the strategy of the value choice of credit,namely, the unity of individual value and social value, the unity of material value andspiritual value and the unity of objective value and instrumental value.Chapter five discusses the practical construction of credit from the perspectiveof practice, mainly including four contents. The first section is about theunderstanding of current situation of our country’s credit. This section first points outthe widespread absence of credit in our country’s economic, political, cultural, socialfields; then pointes out the imperfectness in credit system consisting of creditinstitution, credit management and credit service. The second section is about theconstruction of credit idea. This section puts forward the idea of establishing scientificcredit, which consists of credit value idea, credit obligation idea, and credit right idea,etc. The third section is about the construction of credit system. In this section, firstly,the idea comes up that a sound credit institution system should be set up, which ismade up of credit laws, credit rules, credit standards, etc; then it proposes to establisha perfect credit management system consisting of government, industry, department,etc; finally it deals with the idea of establishing a sound credit service systemconsisting of credit collection, credit assessment and credit guarantee, etc. The fourthsection is about the construction of credit environment. This section firstly proposesto create a good environment of harmonic-balanced interests; then it deals with theproposal of creating a good environment in which culture can be shaped; and then itproposes to create a good environment of public opinion guiding; finally at the end ofthis part comes the view of creating a good environment of typical demonstration.Epilogue part looks forward to our country’s social credit construction from theperspective of the future development. This part points out that, with the furtherenhancement of our country’s economic strength, with the further harmonic-balanceddevelopment of our country’s social interests, with the development and prosperity ofculture business including the credit culture, with the development and progress of information technology that includes credit technology, with a series of policies andmeasures of credit construction implemented, we will continue to carry forward ourcountry’s social credit construction, thus building our country into a hopeful andharmonious credit society.
