Northern Wei Dynasty originates from the confederacy of tribes. There are nopalace systems and no difference of the inner-outer court in the tribes. When theDynasty unified north of China, dual system of the Northern barbarian tribes and Hanexists in the administrative institution, such as officials in tribes administrate Xianbeigroupings’ affairs and officials based from Han system manage work of the Hannationality. Lord Chamberlain’ duties are service in court and scheme by the side ofthe emperor, included in the officials in tribes. In the early of Northern Wei, not onlyeunuch but also scholar can hold the post of Lord Chamberlain, transfer is not limitedin whose official career. The officials in tribes have died out and incorporated into theofficial system from Han till emperor Xiaowen’s reform. Lord Chamberlains also canturn officials between inner and outer court, which is the old convention remainingin Han system at the late of Northern Wei.Northern Qi establishes Lord Chamber asmiddle Palace Attendant ruled parallel with court of the womens chamber, partlyadopting later system of Northern Wei. Lord Chamberlain can scheme at inner court, but they mustn’t occupy officials at out court and in local areas. Similarly, LordChamberlain’s transfer in Northern Zhou also is limited from inner to outer court, despite building the six-office system. Northern Zhou makes Lord Chamber to beindependent organization merged into heaven officer system, which is briefer thanthat in previous dynasties. Sui Dynasty merges middle Palace Attendant and court ofthe womens chamber into one Lord Chamber, using the experience of Northern Zhou.Lord Chamber is changed to court of the womens chamber in B.C.607. Official mustbe selected from scholar and staff has reduced. Lord Chamber is belonging to southYamen, which is somewhat alike to that of Han-wei and the Southern Dynasties.Thereform of Sui Yang is abolished when Tang Dynasty founds. Early Lord Chambersystem inherits that in earlier Sui, but staff must only appoint eunuch. As theNorthern Dynasties, Lord Chamberlain can occupy officials at out court, while theyalso may be headed officials in army or envoy. Eunuch dominate affairs of state sincemany warfare appear after insurrection waged by AN Lushan and Shi Siming, for instance, Li Fuguo is generals and ministers of state; Yu Chaoen assumes the office ofinner and outer court. Practice of eunuch occupying officials at outer court has cometo the final peak.Generally, eunuch on longer take officials at outer court since YuChaoen is killed by Emperor Daizong. The Palace Officials control Emperor’s dailyroutine, occupied by eunuch. Shen-ce Forces become principal force of Tang, eunuchdominating it. Military affairs commissioner plays a most role when making policy atinner court. Eunuch operates inner court system at semi-late Tang period, whichresult form stopping eunuch heading outer court officials. The custom of eunuchheading outer court officials in the Northern Dynasties end in early Tang, whileeunuch take part in inner court system at semi-late Tang period also begin with thattime. In the turmoil at late Tang, situation of eunuch limited in inner court systembreak to some extent, such as military affairs commissioner attend conference atYanying Hall; military affairs commissioner handle government affairs by reviewingofficial dispatch. The pattern reflects function at inner court matching against that atouter court, however, Lord Chamberlain widespread assumes the office of outercourt. System of Lord Chamberlain participate in political affairs come to an end sinceTang perished.
