Research On The National Management System Of Artistic Creativity

Creativity is the soul of art. As an essential part of cultural originality, artistic creativity plays an active irreplaceable role in meeting the people’s growing spiritual cultural needs and strengthening the national cultural soft power. Thus, a preliminary study of artistic creativity system building in terms of designing a national management system and drafting a whole framework of national creativity system is required to be conducted to promote the building of a national creativity system and an institutionized society, to protect the artistic creativity, to bring creative art products and to put into practice the social value of art serving the people.This paper aims to design a scientific and rigorous system for national artistic creativity, with features of institution, function, configuration and system evaluation standard, in order to offer a reference to government practice of cultural management and administration. Besides the parts of introduction and conclusion, the paper consists of four parts with each chapter as one part. The first part starts from the national ideology of artistic creativity system and analyses the pre impact of advanced socialist culture, and the core values of Maxism and socialism on artistic creativity and originality. And the second part focuses on the functional positions of national artistic creativity system, including protecting the social atmosphere of artistic democracy, the economic interest of artistic stimulation, and the anti-driving mechanism of art consumption. The third part proposes specific measures to help carry out the aforementioned functions, mainly including the building of a public platform, the perfection of relevant policies and regulations, and the strengthening of oriented budget. Last but not least, the fourth part examines in brief the positive effects of national artistic creativity system in fostering talented persons, producing art works and enhancing its social impacts.
