The purpose of this study was to solve the problem of tourism development on lakes and reservoirs resorts with water environment restriction which was caused by the contradiction between increasing tourism activities and resources and environmental quality. Based on the literature review of both domestic and abroad, the research was set on the comprehensive basis of Complex Adaptive Systems, Stakeholder Theory, Tourism Area Life Cycle Theory, Limits of Acceptable Change Theory, Learning Organization Theory and approaches like System Dynamics, Environment Quality Assessment, Geographic Information System and began with the relationship of "human" and "land" followed by analysis of causes of water environment constraints of lakes and reservoirs resorts, diagnosis of its constraints extent and systematic solutions of the problem. And the feasibility of theoretical analysis and demonstration was verified through the example of worldwide natural heritage of Golden Lake scenic of Taining county and the possibility of establishing a learning tourism destination was discussed in order to settle for the water environment constraints in the development of Golden Lake scenic and further achieve its sustainable tourism development. The research was come up with the following results: firstly, Golden Lake scenic bore the titles of world natural heritage, global geo-park, national resort, national AAAAA tourist area and Golden Lake scenic failed to meet the standard of limits of acceptable change based its transparency and NH3-N. The relevant stakeholders were the key subjects of the problem, which were deemed to bear relevant responsibility while enjoying the benefits of tourism development; to settle the water environment constraints in the development of Golden Lake scenic, it was important to both cater to resource protection and leisure, mainly targeting on the resource and environment protection and tourism quality.; the systematic planning of coordinating resort, strengthening on plans guiding public participation and community-oriented and value the space structure characteristic and tourism production plan of Golden Lake scenic were required to complete the specific solution dealing with the water environment constraints in the future.
