Research On Socialist Public Cultural Construction In Rural Southern Areas Of Jiangsu

Compared to the rapid development of material and political civilization in rural areas of China, the development of spiritual civilization is lagging behind. Public culture construction of rural areas as the core content of rural spiritual civilization is of great significance, which relates not only to the sustainable development of rural areas, but also to the realization of powerful socialist culture with Chinese characteristics, further more to the process of modernization of whole country. China’s rural public cultural construction is in the initial stage with many problems, which presents different forms in different rural area. Given the dual characteristics of both unity and diversity in the rural areas, researching on rural areas has the dual significance of deepening the uniqueness and expanding the unity. This paper selects the Southern countryside of Jiangsu, which is economic developed with a long history and rich cultural heritage, and focuses on its public cultural construction, intending to reveal their regional characteristics of the local public cultural construction, combined with general principles of developing socialist countryside for the purpose of providing some experience for the other rural areas in the construction of the public culture.Marx’s theorists have already had a theoretical exploration on the construction of public culture and developing public culture in rural areas. The main ideas are as following four:(a) adhere to the guidance of Marxism in the construction of socialist rural public culture;(b) focus on the socialist ideology construction;(c) take farmers as the main body and the service object;(d) follow the mass line as the construction path.The evolution history of the southern rural public culture shows that the rural areas of South part of Jiangsu have been linked with the “town” and "market" long before. Its public cultural changes present distinct regional characteristics, and the accumulated economic and cultural basis has a profound impact for the later and the contemporary public culture.Based on the regional, economic development and the classification of traditional historical and cultural resources, the practice mode in the South of Jiangsu rural public cultural construction is divided into five styles:(a) cooperation mode of urban and rural integration;(b) independent innovation mode relying on the cultural and historical tradition;(c) independent innovation mode relying on the economic development;(d) the target model to promote the public cultural construction through cultural industry;(e) the passive implementation mode depending on higher policy. These models correspond to the rural suburbs: high E high C type suburban countryside, high E low C type suburban countryside, low E high C type suburban countryside, low E low C type exurban countryside. Practice manifests that southern suburb rural public culture construction near the city’s areas shows the trend of high speed and good effect; and outer suburban countryside, in addition to facing some difficulties in the low E low C type of rural public culture construction, the situation of other types of rural public culture construction is good. The effectiveness of the rural public culture construction requires the complex function of various factors.The present public cultural construction in rural Southern areas of Jiangsu has achieved outstanding results. The regional experience can be summed up as follows:(a) Much financial investment of public cultural construction;(b) empowerment of government and social organizations, and encourage innovative thinking and practice;(c) explore and construct multi cooperation and governance mode on rural public cultural construction.(d) realize the sustainable development of the public culture relying on the regional tradition and creating the characteristic culture;(e) create the new form of sharing the community construction and the public culture construction;(f)construct the new integrative path of the cultural industry and the public cultural service. At last, the author put forward some constructive suggestions on the deficiency of rural public culture construction in South of Jiangsu.
