Web-based media with its powerful features and technology advantages has a quick impact on all areas of human life. It is an important part for the ruling party to seize opportunities, meet challenges, and effectively improve the ability of managing web-based media. This paper is divided into four parts:The first part illustrates the opportunities and challenges web-based media brings to the ruling party. Web-based media, with its extensive coverage, fast transmission speed, strong interaction, and low operating costs, brings about new development opportunities to the ruling party in scientific decision-making, government reform, party construction and other aspects. Meanwhile it also brings about challenges to the ruling party in the aspects of construction of ideology, discourse initiative, emergency response, and information security and so on.The second part summarizes the basic practices and active exploration Communist Party of China has made in managing web-based media. Through legislative, administrative, technical and other means, Communist Party of China has implemented strong monitoring towards web-based media; Communist Party has used web-based media to collect wisdom of people, understand their needs, improve the supervision and thus promote the building of socialist democracy; Communist Party has made use of the technological advantages of web-based media to further develop of e-government, which is a help to the reform of government system.The third part is an objective analysis of the current plight and its causes Communist Party of China has in managing web-based media. Although Communist Party of China has achieved a great deal, but there are still some problems existing, such as imperfect legal system, the network's credibility crisis in mass disturbances, government websites building, officials'media quality and so on. The current predicament is mainly caused by the reality that some officials do not have proper view of web-based media, their ruling ideas are out of date and they lack the sense of democracy.The fourth part proposes specific measures and practices the ruling party can adopt to improve the ability of managing web-based media. According to the requirements of the Internet age and the exploration experience of the CPC, this paper gives some suggestions to solve the existing difficulties. The author proposes that the ruling party should set up a correct view of web-based media, establish and improve the relevant security system, enhance the officials'media quality, build professional network team, and borrow the successful experience of foreign political parties, which are expected to provide modest building for the ruling party.
