Study Of China’s Modern City Public Safety Management

At present China, the urbanization level is increasing rapidly, city size is expanding, citystructure becomes more and more complex, as well as the compact of developmental stageand situation, urban public safety faces more and more challenges. Many kinds of public safeproblems often happens which threatens the normal operation and economic-societydevelopment. In such background, public safety management becomes one of the mostimportant issues for city administration. It is significant to study city public safetymanagement: finding the regularity of city public safety, exploring the right logic of citypublic safety management, enhancing the scientific level, bettering the state of urban publicsafety, protecting urban citizen’s life, health and property, maintaining normal order of urbanproduction and life, as well as developing the whole economy and society.Except for the introduction part, this paper includes five parts:Chapter Ⅰ analyses basic theories of modern city public safety management, whichincludes Interpretation of the meaning of urban public safety management and extension,analysis of the relationship between public safety management and urban development, andthe public safety management’s significance to city development.Chapter Ⅱanalyses the practical foundation of modern city public safety managementwhich refers to public safety situation. It includes classified overview of natural disasters,accidents, public health incidents and social safety incidents, the general characteristics ofcurrent public safety situation and the reasons for it.Chapter Ⅲ analyzesthe main problems of city public safety management.Chapter Ⅳ summarizes and refers the western countries urban public safety managementmodel which takes the USA’s practice as example. The specific content relates to the legalbasis, management system, management process and operational mechanism.Chapter Ⅴ proposes countermeasures about to improve the urban public safetymanagement for China, which refers to improving the legal basis, organization system,functional link and mechanism for city public safety management.
