The Current Situation And Countermeasures Of Crisis Management Of Public Emergencies In Y City

At present,the combination of economic globalization,cultural diversification and high-speed information has increased the risks of the socio-economic,political and natural environment,and has led to frequent public crises,which brings unpredictable suddenness,destruction and threat to socio-economic development and the stability of people's lives.In this regard,increasing attention is paid to the study of crisis management of public emergencies.Based on the review of relevant theories and literature,this study constructed a recognition and evaluation system for the crisis management of local government in Y City from the perspective of public cognition.At the same time,through 279 effective questionnaires from interviewers,the research conducted a comprehensive analysis of the public's attitude to the Y city's crisis management,crisis management capability,crisis management communication,the image of crisis management,the overall assessment of Y government's crisis management and willingness to participate in crisis management,etc..On this basis,some suggestions are made to improve the level and quality of crisis management in Y city government and enhance the capacity of crisis management.The research result shows that the Y city has made some achievements in crisis management,but there still exists disparity between its management level and public expectations.Specifically reflected in:1.The public believes that the Y city government attaches importance to the construction of public crisis management system,prevention and forewarning before the crisis and the unified command and coordination between departments in crisis management.In a word,the capacity of government's crisis management is gradually improving.2.Y city still overlooks some voices from public in the crisis management such as lack of transparency in crisis information,incomplete financial disclosure in crisis management.The public mainly consider that the shortages of crisis management capability in Y city are:the efficiency of crisis management needs to be improved,the flawed crisis decision-making transmission mechanism,the poor implementation of policies and measures,the insufficient rehabilitation and image management,the discoordination between departments.What's more,the shortages of systems in Y city t crisis management are:the lack of social participation mechanisms,the lack of crisis early warning system,the lack of effective monitoring mechanism.3.The public in Y city have positive appraise about the relevant work of the city,and most of the public are willing to participate in the management of emergency crisis affairs.On the account of theoretical analysis and practical investigation,this paper raises some relevant political suggestions based on the reality of crisis management in Y city:Firstly,strengthening system construction and improving the quality of crisis management entirely.A system of prevention,forecasting and fore-warning,a coordinated emergency management,legal and regulatory and performance evaluation needs to be built.Secondly,improving information management and communication mechanism in public emergency crisis including information collection mechanisms and information communication mechanisms.Thirdly,promoting the quality of staff in the city and ensuring that management resources are implemented,including the management and use of crisis funds,encouraging the public to participate actively in crisis management to improve the effectiveness of public crisis management.
