Research On Public Crisis Management In Jinzhong City During The Transition Period

Public crisis incidents seriously threaten public health,life and property safety,challenge the basic value structure of the social system,and pose greater challenges to the governance capabilities of governments at all levels.Due to its special geographical location,Jinzhong City is difficult to manage due to poor geological conditions,and there are many hidden natural disasters around Jinzhong City.In particular,structural contradictions in economic development are prominent,urban and rural development is unbalanced,Jinzhong central area is densely populated,rural infrastructure is lagging behind,public service is low,the depth of poverty in the ecological environment protection work in poverty-stricken areas,and production safety problems are numerous and prone to occur.Sudden public events.Whether or not the public crisis can be effectively dealt with is an important indicator of the government's ability to govern and the level of government management.As a public sector,localgovernments have an unshirkable responsibility for dealing with public crises.When the crisis occurs,one of the important indicators to measure the level of government management is whether local governments can effectively respond to public crisis events in a timely manner.This paper takes the case of "the explosion of the gas station in the Qi County of Jinzhong City" as the carrier to reflect on the issue of public crisis management in Jinzhong City.First of all,starting from the relevant concepts and theories of public crisis management,it includes the concepts of new public management theory,public crisis management concepts,and the concept of public crisis causes.Based on the analysis of the status quo of Jinzhong City during the transitional period and the influencing factors of the public crisis,this paper analyzes the present situation of the organization system,operation mechanism and legal system of public crisis management in Jinzhong City,and analyzes the current status and existing conditions of Jinzhong City through cases.From the aspects of public crisis awareness,emergency planning,information communication,and forecasting,early warning,and evaluation mechanisms in Jinzhong City,we analyzed the causes of the problems,improved the public crisis management organization system,and improved the operation mechanism of public crisis management.The four aspects of the public crisis management legal system construction and the construction of a complete public crisis management aid system provide suggestions and countermeasures.It not only lays a solid foundation for the theoretical study ofpublic crisis management in Jinzhong City,but also makes public crisis management in Jinzhong City less detours and improves the ability of Jinzhong Municipal Government to manage public crisis.
