Villagers’ Self-Governance Of The Constructing Harmonious Society

The R.P.C democracy at grassroots level is one of the basic institutional systems. And Villagers’Self-Governance is treated to be one crucial aspect of the content in democracy at grassroots level. In the perspective of the development for more than30years, Villagers’Self-Governance gradually became a new mechanism at relevant legal basis as "The Organic Law of the Villagers Committees of the People’s Republic of China", which played a vital role in promoting rural social and economic development and maintaining social stability and unity. Social harmony is regarded as the essence of Socialism with Chinese characteristics. The Construction of harmony society is considered as the significant strategic mission at present of Socialism Construction. The R.P.C democracy at grassroots level on one hand is important aspect of Socialism harmonious society and on the other hand is essential approach for promoting society harmony.Since the advent of the new century, the village community has changed dramatically. Communist Party of China and our national government released a series of reforming policies, which have been implemented in village. They brought major variation to rural economy and society and at the same time, some potential problems have also showed gradually. The mechanism of Villagers’Self-Governance developed itself and improved village governance for the sake of coping with the knotty. In order to further construct harmonious village and make Villagers’Self-Governance play a better role, we have to perfect Villagers’Self-Governance itself and diverse Villagers’ Self-Governance for a new step.The writer laid stress on some emerging problems and new change in rural society in the first section of dissertation:There is a conflict between the Village committee’s function and financial pressure of local authority after rural tax and fee reform; New Village Construction and the need for public goods in village community construction don’t accord with the service function of Villagers’ Self-Governance. There is a disconnected trend between Administrative management of the township government and Villagers’Self-Governance. A dilemma in implementation of National Agricultural Policy and its final effect exists.The second part mainly analyze how the Villagers’Self-Governance face the challenges from new change and emerging problems in rural society and improvement of village governance under the promotion of Villagers’ Self-Governance. Democratic election is foundation of Villagers’ Self-Governance, and in order to legalize Villagers’ Self-Governance, it strengthens the masses’ opinion basis of village cadres through democratic election. The implementation of democratic management can promote village governance orderly and strengthen democratic supervision to realize fairness and justice in village through democratic decision-making.In the third part of this dissertation, the writer selected a perspective of Innovation on Villagers’ self-governance to deal with conflicts for society harmony in innovative methods during working. Democratic discussion, to guarantee villagers participating in the public affairs management with strict procedure; Democratic consultation, to carry forward the mass line fully listens to and accept the opinions of the masses; Democratic financial management, to ensure rural public service supply and new village construction being implemented orderly; The new mode of "Group as a Base, Three-level Mutual Interaction" in villagers’, to explore a new effective cohesion and benign interaction mechanism between administrative management of the township government and Villagers’ Self-Governance.The fourth part mainly emphasizes how to perfect Villagers’ Self-Governance for promoting village harmony. The implementation of Villagers’ Self-Governance needs certain system requirements and organizational carrier. And also needs certain cultural to internalize people’s conduct. Meanwhile, the ability of Self-Governance is also thought to be essential. This part analyzes the current problems of Villagers’ Self-Governance in system, organization, culture and ability area, and put forward four advises for perfecting Villagers’ Self-Governance.The fifth section chiefly discusses the village development of diversity on villagers’ self-governance, and its positive function on the problems’ solving in rural transformation. With respect of rural tax and fee reform, village governance and the public service in new village construction, not only the country increases the financial investment, but also the village committee has to transform its function. They could provide more public service and public goods through "a discussion of a matter" for rising fund and labor. The writer calls for to foster new rural social community, and let these rural organization participating public affairs handling and public service supply. To promote villagers’self-governance with the development of social development through balancing urban and rural development, reforming village governance mechanism, perfecting the external environment of village governance and internal system.Last part the writer has a systematic conclusion and logical summery of important viewpoints explained in the main text. And the same time the writer tries to answer the relevant research questions from the academic. Villagers’ self-governance is no doubt regarded as the best system or type that realizes the effective village governance and village harmonious development. Issues and the problems of villagers’ self-governance in practice cannot blot out its great contribution to village development and harmonious society construction. The government have to change the external environment of villagers’ self-governance; to reform the current system of village governance for a more conformable implementation space to villagers’ self-governance; to perfect organization structure of villagers’ self-governance itself for more dynamic; to strengthen the ability of self-governance including village committee, village cadres and the masses to bring in technical measures and innovated democratic election, democratic decision-making, democratic management, democratic supervision. Villagers’ self-governance and its relevant research need further innovation in practice and another new system in construction of harmonious society, as well as a deeply research and scientific conclusion in theoretical research.
