Research On Lenin’s Power View

Power view refers to the power of the concepts and perspectives, including power source, nature, foundation, configuration and operation, value orientation and supervision issues.Power view is a historical phenomenon, different societies, different classes have different views of power, even in the same society under the different historical period have different views on power.There are correctly Marxist and wrongly non-Marxist concept of power views, The correct power view must be established on the basis of Marxist world view and methodology. Marxist historical materialism think that the people are the subject and the maker of history, all the power come from the people. Power is the core of national political power, it reflects the political relations between person and person, People authorize power to the ruling party, government and their staff, the staff members are elected by the people,for the people,and must be responsible to the people and supervised by the people, the people have the right to recall their elected representatives.Lenin’s power view is Lenin’s general and right perception about the power. It inherites and developes Marx’s and Engels’ perception about the power, it is the new stage and achievements of the development of Marxist power view in Russia. It is eventually put forward on the basis of criticism of the capitalist society Representative System and the principle of "Seperation of Powers",drawing on experiences and lessons of the socialist democracy construction and the ruling party construction. To meet the needs of the Soviet regime construction and to solve the Communist Party’s long-term governance,lenin made a systematical exposition on in socialist power operation system and its basic rules and specific implementation form. It laid the foundation for the Soviet model and had a deeply influence on Power model of operation of the other subsequently socialist countries.Lenin’s power view is a continuously developed process. We can take the Octerber Revolution as a dividing line,Lenin makes a great change about the attitude on power configuration and power operational mechanism under the persistence of the spiritual core of the view of power.Especially in his later years, Lenin’s power view has a further change according to exposed problem in the development,he put forward some meaningful theory such as regulating party and government power,enforcing the central supervisory etc.But he pass away before making the theory into reality.Specifically, Lenin argues, in the sources of power, we must adhere to the essence of power,masses of people are the real subjects of power. He thinks the goal of the proletarian revolution is to obtain the power of the state. All power belong to the Soviet, Soviet absorbs the masses to participate in the national management, people have the right to vote and the right of recall which indicate that power comes from the people, the party and the government’s power is given by the people. At the same time, in order to ensure that the power belongs to the people and to achieve efficient power operation, we must strengthen the Soviet construction. On the power allocation, to correctly configure the power to establish a scientific power structure, it necessary to treat party power(ruling party), government’s power(Soviet) and social power(trade union) correctly, and eventually realize the people-based(people-first) power structure. In the power of the foundation, the Soviet regime is established by the masses of the people, One thing the Soviet regime is different from the old regime is that it is representative of the majority of people’s interests. If the ruling party want to maintain the long-term stabality of the regime, it must keep close tie with the people, respect the people’s pioneering spirit, meet the demand of the masses. On the value of power,the reason why the proletarian party lead people to seize power triumphantly is that it put forward to political program in line with the interests of the masses. After the proletariat and its party are in power, their power should serve the people, safeguard and realize the interests of the masses. We must develop productivity energetically, insist to respect personal interests principle, do well in construction of anti-corruption, oppose the abuse of power and other malpractice.On the power balance and supervision,we must understand the power of the party and government should be supervised by the people, firstly we should enstrengthen the inner-party supervision, enforce the construction of the Central Supervisory Commission; perfect the supervision by the masses, give people’s voting and recall right, adhere to the principles of openness in government affairs,establish a working report system; to perfect legal supervision, prosecutors, courts and judicial Commissioner should be responsible for their duties. To ensure their independenceof the legal oversight body,to ensure judicial fairness, we should avoid local interference.The final section of the article is about the meaning of Lenin’s power views on China, on the analysis of the spiritual core of Lenin’s power views,we can generalize its contemporary significance by the verification of Lenin’s power views and subsequent practice of socialism.I analyze and summarize the wrong power views existing in the process of power operation in China, and find its origin,I put forward some suggestions toward these problems simultaneously.
