The United Nations put forward the concept of development in1961. In the early1970s, women studies were gradually brought in line with the world development and then gave birth to a set of theoretical framework to promote the women development. There have been three women development theories and policy modes, i.e. Women in Development in the early1970s, Women and Development in the late1980s, and Gender and Development in1990s.In1990s really began Chinese minority women studies when China was situated in a key period of social transformation and After China carried out reform and open-up policy for more than ten years, the Chinese women’s status and rights had a great improvement, while, the women development were still facing serious challenges and many more new problems took place. In1995, the Fourth World Conference on Women was held in Beijing, China, which aroused the international society to focus on Chinese women’s requirements and concerns. Because all kinds of women development research projects increased greatly, and many foreign women development experiences took foot in China, the Chinese women development no longer lagged behind and began to be in line with international standards.The thesis bases on the theory of women’s development through the field investigation in Minzu areas, summarizes and analyzes four important aspects on women development i.e. politically, economically, educationally and in health care. The obstacles hindering the women development are located and trial development approaches in those four aspects are also offered in my theses, the main content as follows:The First Chapter discusses the status of women’s economic participation in Minzu regions. Although the women’s economic participation in Minzu regions has achieved great progress at present, the economical participation still exists many problems along with the market economy going deep further, such as, the influence of the traditional gender stereotypes, the inadequacy of women’s self-development ability, the feminization of informal employment as well as insufficient preferential policies for women. Therefore, the promotion of the society development in Minzu regions, the improvement of the women self-development ability, Implementation of supporting measures for women employment, setting-up the model of women’s economic participation in Minzu areas, the development of tertiary industry as well as earnestly organizating love deliverance activities All those are the Indispensable premises guaranteeing women participation in the modern economic activities in Minzu areas and down-to-earth carrying out the policies of women economic participation.The Second Chapter deals with the status of women’s political participation in Minzu regions. The women population accounts for half of the total population in Minzu areas, but in the actual participation, especially in the ways of political participation in the society, they can share little of political resources. In our country, especially in remote Minzu areas, Citizen’s political participation mainly relies on the local government’s administatrative measures, resulting in being short of power. Quite a few causes can account for obstacles of women’s political participation in Minzu regions, such as the insubstantiality of Local Women’s Federation, problems arising during implementation, influence of family and traditional values and their own psychological factors and so on, which attribute women’s political participation to a helpless state without any positive responses. Therefore, active and effective measures must be taken to guarantee the rights of women’s political participation, such as, stressing on the roles of Women’s Federation organization, optimization of the policy circumstance, assurance of policies and regulations to be implemented, establishment of talent pool, reservation of outstanding women cadres, updating of the comprehensive ability of women’s political participation, Raising their self-confidence in women’s political participation. At the same time, all those can not only do good to the women but to the all societies as well.The Third Chapter discusses the status of women’s education in Minzu regions. First of all, it analyzes the barriers to girls’education, higher education and the women adult education in these areas. Then it proposes such measures as to increase investment in basic education, to improve the conditions of school operation, to develop bilingual teaching programmers in the pre-school education, to introduce business projects to promote the development of women’s education, to train the teaching faculty in these areas, and to improve the quality of the local educators, to take the family education into consideration, to increase vocational and technical education during the stages of compulsory education, and to give priority to the women receiving higher education, because the success of women’s education has a bearing on the prosperity and rise of a nation or a country. Therefore, we should have a careful analysis of real dilemma of women’s education, formulate corresponding policies to reshape the situation and raise the life levels of both material and cultural of all the ethnic groups so the all the people are on the way to building a harmonious society.The Forth Chapter discusses the status of the maternal and child health care, the level of women’s reproductive health care, and women’s living environment in Minzu regions. The barriers to women’s health care are as follows:the economic poverty, outdated ideas, institutional problems of maternal and child health care, more migrant women and lack of effective measures in health care services. The thesis proposes the developmental direction of women’s health that is, businesses projects to be introduced help women out of poverty, in the meantime, such measures should be taken as to strengthen the women’s health education, launch campaigns to do women’s health relief efforts, develop the local medical and health causes and improve women’s health care services. At present, we should introduce more business projects to develop women’s health care detailing and quantifying women’s health care issues. Such ideas or suggestions are actually consistent with the characteristics of women development, and benefit novel development of women’s work in Minzu regions. Conclusion:The women development direction in Minzu areas is steadily moving forward. But compared with the big cities and developed areas in the east part of China, women development is still in its initial stage. Thus, practical policies ought to fit in with the real situation and appropriate ways should be chosen to help them in Minzu areas, at last, the author puts forward four aspects to which should be paid attention:the social gender consciousness should be included in the public policy-making system, the roles of the Women’s Federation organization should be highlighted in helping them, business projects should be put in the first place and education has to be kept up the pace of women development...
