This research is based on the perspective of Theory of Curriculum, so the development of curriculum theory and its requirement to curriculum settlement are hackled in this paper. Since the20th century, although the curriculum theorists have not been able to form a recognized curriculum theory, but it is undeniable that Taylor’s curriculum theory, disciplinary structure curriculum theory, humanistic curriculum theory, Stenhouse’s procedure curriculum theory and postmodern curriculum theory provides the basic regulations for curriculum settlement, that is, courses should match the whole individual development, the knowledge of courses should consistent with the value, course should adapt the level of individual psychology needs and courses should benefit the cooperation between teachers and students. As to the curriculum objectives, contents and implementation, curriculum theory also makes specific provisions.Based on the perspective of Theory of Curriculum, this paper analysis the knowledge system and value system of the course "Ideological and Moral Cultivation and Legal Basis", around what kind of people and how to cultivate people this paper discriminate the logic relationship of the course value system, demonstrate what kind of value system this course should pass to college student as well as corresponding knowledge system. The course of "Ideological and Moral Cultivation and Legal Basis" bears the important responsibility of passing social main value and cultivating qualified builders and successors of socialism. The curriculum value system guides and shapes people through the construction of human significance world and the social adaption.In each level, the value guide provided by the course on people mental, moral and aesthetic development reflects fundamental principles of socialist core values. The knowledge system supports value system. The knowledge systems of the course include the adaption to college life, the construction of people’s significance world, the moral basis as well as the legal basis, and ultimately point to the moral and legal practice.Based on the perspective of Theory of Curriculum, we re-examined the contents of "Ideological and Moral Cultivation and Legal Basis". The author believes that the textbook of "Ideological and Moral Cultivation and Legal Basis" is in line with the education purposes and the training objectives of college education, reflecting the value of connotation of college moral and legal education, but there is still need some further improvement. For example, the textbook lack of basic knowledge, lack of in-depth interpretation of critical knowledge, the logical association of knowledge still need to be demonstrated, the logical structure of value system need to be improved, and so on. Take the curriculum theory as the theoretical basis, based on the basic provisions of the course design and specific provisions of the course’s objective and contents, this paper analysis the textbook of the course, according to some knowledge and value problems which are needed to be improved, explore scientific curriculum system.Based on the perspective of Theory of Curriculum, this paper attempts to re-consider the value system of "Ideological and Moral Cultivation and Legal Basis". The author believes that the value system of the textbook fit students well, however, the humanistic connotation of knowledge need to be revealed; the value system of the textbook is comparatively complete, but the logical structure need to be more complete. The value system construction of "Ideological and Moral Cultivation and Legal Basis" should begin in s higher level while implement from the bottom. Concern more on ideals and beliefs of the significant world, highlighting the subjective value theory education, outstanding the core values of ethics and legal provisions education in building clear value orientation and level clarity course contents.Based on the perspective of Theory of Curriculum, this paper attempts to re-consider the value system of "Ideological and Moral Cultivation and Legal Basis". The author believes that the textbook is full of knowledge, but the fundamental of the theory need to be strengthened; the textbook fit reality very well, but the logical association need to be proved. Knowledge system should construct around value system."Ideological and Moral Cultivation and Legal Basis" should clarify the thinking logic of moral education, to form systematic moral knowledge education; to integrate effectively moral and legal provisions, to form an overall understanding of curriculum knowledge system; to follow the characteristic and laws of understanding in constructing curriculum knowledge system.Based on the perspective of Theory of Curriculum, this paper also demonstrates the relationship between the textbook system and teaching system of "Ideological and Moral Cultivation and Legal Basis". The author believes that teaching should base on the textbook, completely and accurately grasp the textbook system. Teaching should been oriented by question and deepen textbook system, reflect the transcendence and creative of the teaching system. The author suggested that "Ideological and Moral Cultivation and Legal Basis" teaching should handle the relationship between textbook system and teaching system, the relationship between knowledge system and value system and the relationship between teacher-led and student-centered.
