The dissertation examines political integrity foremost by systematically exploring its moral principles, basic requirements, historical evolution, as well as its realization. It indicates that the political integrity foremost has developed from ruling the country by morality in Early China, and that is a way to perfect the education, personnel selection, supervision, incentive mechanism, and moral legislation for cadres. The dissertation is divided into four chapters.In the first chapter, it illustrates the relation between political integrity foremost, virtue, talent, and morality-orientation from an interdisciplinary perspective in leadership, management, and science of personnel; interpreting the definition of morality and its development, summarizing the content, drawback, and historical enlightenment; and analyzing the elusive, introverted, diverse and subjective characteristics of morality, and its impulsively political and advanced demonstration for cultivating cadres’ moral values as well.In the second chapter, the historical evolution of political integrity foremost is presented through discussing talent-oriented, morality-oriented personnel selection in Early China, and its function in forming the political integrity foremost in different periods after the founding of the People’s Republic of China. It analyses the political integrity foremost in contemporary society from four aspects:nation, era, theory and realization; that is different from the one in Early China in theoretical basis, economic foundation, service object and view of value.In the third chapter, the basic principles of political integrity foremost are put forward. It advocates for understanding the relation between morality and talent from a comprehensive and associative view of development. It sums up moral norms for cadres in modern times that are composed of connotation, loyalty, justice, people-orientation, practicability, and incorruptibility; and denotation, political ethic, work ethic, social morality, family virtues and individual character. It also points out that the present way to assess cadres’ morality is fixed, abstract, and inflexible; and suggests that the assessment should be scientific and comprehensive by objectively judging at practical work performance.In the forth chapter, it probes into realization of political integrity foremost in Modern China by perfecting the education, personnel selection, supervision, incentive mechanism, and moral legislation for cadres. A new method to educate cadres’ morality is attempted by picking up experience from the traditional way. The present status of personnel selection is examined and a better plan for it is put forward. The supervision is investigated by analyzing its existing problems and improving it with better organized supervision system and public supervision system. The incentive mechanism, which is not motivated, potent and enduring, is tried to be consummated by the way of material rewards and post promotion. The availability and necessity of the compete moral legislation in China is explored due to some experience abroad, as well as the difference between morality and law.
