In modern society, governments still play a leading part in administrating public affairs; meanwhile, it is administrating public affairs that has increasingly been becoming governmental foremost function. Since last century, as the understanding of governmental qualities and functions has been reached further and further, more and more people have realized that it is not enough for ensuring the impartiality and reasonableness of governmental performance to rely on the design of institution and the arrangement of administration system. To actuate governments to provide public service on the up-and-up, it is necessary to constraint and regulate official activities and behaviour of governments by the means of moral system and professional ethics. This paper argues that integrity is the basic one of the morally prescriptive with which governmental organizations and officials must be comply when they perform their roles. Governmental official integrity, as the topic discussed in this paper, is the conduct and character of honesty and faithfulness, including authority, stability and continuity of policies, publicity and transparency of implementing policies, and honest and faithful personality of governmental officials, which is embodied during governments, as the administrative subject, exercise their responsibilities. In its core, governmental official integrity means governmental organizations and officials of all levels and their administrative decision-making, based on the concept of "the sovereignty belonging to the people", give the power back to the people, adhere to the people's will, make every effort in the interests of people, abide scrupulously by the commitment to the people and not break faith with the people. Therefore, governmental official integrity is not only the requisite character of democratic governments, but also the ethical cornerstone for constructing a socialist nation of law, and even the requirement of the development of political civilization.
