It refers to the Wuling Mountainous area, and includes71counties in12states, in the four provinces of Hunan, Hubei, Chongqing and Guizhou. The land area is171800square kilometers, population36450000. There have forty minorities of the Tujia, Miao, Dong, and Yao, Bai and othes and the minority population16400000. It is the focus of the poverty-stricken areas and the mational support poverty alleviation pilot area.The area of minority traditional morality is inherited the background of the closed mountain, backward economic environment and the simple human environment, and have the Ion history. And these traditions are conrfronted with the huge impact of economic globalization, social mordermization and Western moral concept, and domestic market economy and the tide of migrant workers. They are faced with the serious impact on their quality and traditional production, living, communication and customs. And they must be faced with the serious matters of orientation, target and path, integration development of individuality and commonness, and inheritance and propagating the content and form.Researching on these issues, in the areas, it is urgent need and has the important theory and practical significance of improving the minority residents’moral quality, inheriting the ethical traditional virtues, strengthening the socialist moral education and spiritual civilization construction, accelerating the regional economics corrdinated development and poverty alleviation, and promoting national unity and progress.In this paper, it is according to the general ideas of history—present—problem—strategy, using these methods of document, investigation, solid evidence and case, and system studying the above problems of national moral education in the areas.In the areas, the minority moral education is consisting of the history, statics, dynamics, content and form. And it has rich content of historical culture, social moral, family virtue, occupation ethics and ecological ethics and others. And it has its own forms of production, life, folk customs, festivals, dances and literature and others.In the areas, the minority moral education has the distinctive national individuality of language, customs and beliefs, and the commonness of old inheritance, heavy accumulation, widely distributed and diversity species, and local, nationality, entertainment and peculiar. These individualities and commonnesses are dependent on each other, mutual infiltrate and integration. The national moral education is to realize the harmonious integration, innovation and propagation.It is necessity of its inner contradiction and inevitable cultural and historical development. Its overall direction is advancing and progressing, and likes tall, big, full and harmony. Substantial orientation is truth, goodness, beauty and heart. Characteristic orientation is the advantage, novelty and elegance, and pursuits the novel and unique. Practice orientation is scientific and reasonable, feasible and effective. The overall goal is to"harmony", and is the integraP’goodness", and the harmony of "elegant, original and unique".Within the minority moral education is harmonious development, it must follow the basic priciples of willing, respecting each other, system and order. It can be used as the strategis of global, integration, diversification and characteristic, and the road of cooperation, exchang visist, communication, borrowing, imitation, and adaptation and assimilation.Making innovations and propagation within the moral education, it must follow the guiding ideology and value orientation, and carry forward the scientific function orientation, and define the reasonable scope and level. And it follows the basic pricinple of protection, purity, sublating, science and sustainabhty. It selects of some strategies about diversification, integration, unity and coordination, and chooses the integration, innovate and promote road of direction, broadwise and comprehensive. And it can use many models of living, exhibition, creation, performance, video, and network and integrated, and apply many methods of sublation, innovation, localization and nationalization, and seek common ground while reserving differences, and micrl and finite universe. They must take the effective measures, strengthen management, and strive to continue to brilliant about national moral education from the aspectos of thought, organization, content, form and funds.In the areas, it is the basic tend and social expectation about the minority moral education of harmonious blend and innovation and propagation. And it is continuous improvement of the national resident moral quality, and the national unity and social progress. It will be driving them out of poverty and comprehensive, rapid and coordinated development of economy, culture and ecology.
