Up to now,New China has established twelve five-year plans,eleven of which havebeen successfully completed,and the twelfth program is being implemented. Studying theestablishment and implementation process of five-year plan,and Summing up its historicalexperiences,has important value to establish and implement five-year plan in future.Through the historical review and comparative study,we can see that the managementconcepts,management system,decision-making mechanism and content of our country’sall previous five-year plans have undergone great changes,and there are many differentcharacteristics before and after the3rd Session of the11th CPC Meeting.Seeking truth from facts is basic principle of the establishment and implementation offive-year plan. Only by adhering to the ideological line of seeking truth from facts canestablish scientific,reasonable five-year plan. Therefore,we must be from the worldsituation and national conditions,follow the demands of economic law,advance with time,and stick to the development road with Chinese characteristics.Democratization of decision-making is premise of establishing five-year plans,whichis important approach to coordinate multi stakeholder relations,and to make scientific,rational decision-making, and to guarantee its smooth implementation. Therefore,five-year planning should insist on combining sector planning with social participation,exerting experts’ full role in decision-making process,through institution-building toexpand channels for social participation,and safeguarding the rights of public to participatedecision-making.Perfecting the system and mechanism is the foundation to establish and implement thefive-year plan because that the system and mechanism can provide institutional frameworkwhich is the important factors that affect the five-year planning standardized, scientificand democratic. Therefore,we must rational divide powers and responsibilities of the relevant bodies of the five-year plan,and constantly improve the decision-making,implementation,evaluation and adjustment mechanisms on the basis of deepening reformof the administrative system and transforming the government functions.The transformation of development ideas is the innovation engine to establish andimplement the five-year plan. We should hold the “people-oriented” concept asfundamental principle and core value goal to change our development ideas,and takeadjusted measures to local conditions combined with keeping up with the time to establishthe correct outlook on development,and change the establishment and implementationsystems to ensure the development ideas can be implemented effectively.To uphold and improve our party’s leadership can guarantee the establishment andimplementation of five-year plan. Our party’s leading role must be achieved by certainways and means,which is leading mode that whether scientific and valid has the overallfunction for the whole construction of nation. Therefore,Adhere to the Party’s leadershipmust continuously improve the leading mode according to the changes of situation and taskwe faced.Government and market, central government and local government, economicdevelopment and social development,speed and efficiency,self-reliance and opening to theoutside world are the important strategic relationship that five-year plan involved. How tounderstand and deal with these relationships determines the whole economic and socialdevelopment direction,development mode as well as social harmony state.
