Participation Of Multiple Subjects In The Formulation Of The Government's Five-year Plan

The five-year plan is derived from the five-year project.In the era of planned economy it is an important means of organizing the economic and social development of the government.Under the background of market economy,the public policy attributes of the five-year plan have been constantly highlighted,the five-year plan gradually evolved into a comprehensive public policy.Therefore,it is necessary to understand and optimize the making of the five-year plan from the perspective of public policy formulation.Introducing more subjects to participate in the making process of the plan,giving full play to the role of various subjects,carrying out full cooperation and interaction,concentrating more extensive wisdom have become important way to optimize the five-year plan making.This paper takes public policy theory as the main point of view.By tracking the history of China's five-year plan making to grasp the characteristics of public,authoritative and dynamic,and to reveal the tendency about multi-subject participating in the plan making.This paper selects the" 13th Five-Year Plan" making process of J district as a sample,reveals the entire process of plan making,research how the organizers,collaborators,experts and stakeholders participate into plan making.affirms the positive meaning of multi-subject in the five-year plan making.This paper focuses on analyzing the plights of the participation of multi-subject and the causes of them.The lack of effective internal coordination within the government,the deficiency of the expert teams' participation,the lack of public participation in subjective aspirations and objective conditions,and inadequate integration of planning results.These plights restrict the effect of multi-subject participation.Finally,in view of these plights,from the four aspects of optimizing planning organization,changing professional cooperation mode,promoting the active participation of multi-subject and expanding the path of multi-subject participation,this paper puts forward suggestions for optimization so that all parties such as government,experts and the public can achieve more thorough interaction,more effective cooperation.
