The Empirical Study On The Influence Of The Five-year Plan's Implementation On The Performance

In the world,the invisible hand of the market is common and the visible hand of the planning is rare.The economic system which combines the invisible hand of the market and the visible hand of the planning effectively is unique to China.The national economic and social development plan is a unique institutional arrangement in China.Guiding and regulating the development of social and economic undertakings is the goal system and program of action of the government.According to the time limit,the planning system is divided into three categories: one-year plan(short term),five-year plan(medium-long term)and ten-year plan(long-term).The practice has proved that the five-year plan is the core of the planning system.It has clearly defined the national strategic intention and stipulated the government's work goals and priorities for a period of time.It has clearly defined what to do,what degree to do,how to do it,and what time to complete.It provides a timetable for the supply of public goods,product category and roadmap.The five-year plan has guided the direction of behavior for the market subject.It is a concentrated expression of the unique advantage of our national governance capability.The five-year plan has also been regarded as an important hand in the study of the government's planning system and an important variable to explain the miracle of the development of China's unique economic system.The five-year plan is regarded as the entrance to the mystery of the rapid development of China's economy.Since 1953,China has continuously compiled and implemented 13 five year plans.The five year plan has been carried out for more than half a century,spanning the transition from planned economy to market economy,guiding such a weak nation in economy became the world's second largest economy today,worked miracles both in the political and economic sphere.The five-year planning system is a unique institutional arrangement in China,therefore,many domestic and abroad scholars believe that analyzing the five-year plan is the key to unveil China's rapid economic growth.Study a policy,performance is the criterion to judge the success or failure of policy implementation.But there is little empirical study about five-year plan's implementation performance,especially the studies about plan implementation from provincial perspective.Based on the influence of five-year plan's implementation on the performance,this study built a mixed model including both a mediator variable and a moderator variable,taking the 12 th five-year plan of Chong Qing as example.We showed that: the executive body had a prominent positive effect on the implementation performance of five-year plan;the mesomeric effect of the implementation resources influenced the relationship between executive body and implementation performance of five-year plan;and the moderated mediation effect of the plan's propaganda on the relationship between executive body ?implementation resources and implementation performance was significant.Some policy advices were proposed.
