Research Report On The Implementation Effect Of The Seventh Five Year Plan Of Popularizing Law In Shanxi Province

China's law popularization education began in 1985,with five years as a cycle,aiming to improve the legal literacy of the people through the publicity of law education,and then improve the level of the whole society's rule of law,providing the basic guarantee for entering the rule of law society.The work of popularizing law is a step-by-step work.Each period of popularizing law will have its own characteristics,methods and contents in different times.At present,China is in the seventh five-year plan stage of popularizing law.Summarizing the experience of the previous six times of popularizing law,and combining with the current background of the times,there are new challenges and opportunities in this stage of popularizing law.Specific to the situation of Shanxi Province of popularizing law,through studying the current situation The implementation effect of Shanxi Province's "Seventh Five Year Plan" law popularization and timely adjustment of problems found can effectively promote Shanxi Province to submit satisfactory law popularization answers by the end of 2020,which also has reference value for the next phase of law popularization task.Based on questionnaire,interview and literature analysis,this paper uses the method of social empirical analysis to analyze the current situation of the implementation effect of the "Seventh Five Year Plan" universal law in Shanxi Province.Through statistical analysis of the data of the questionnaire,combined with the data of the government,this paper finds out the problems existing in the current "Seventh Five Year Plan" universal law in Shanxi Province and analyzes the reasons,and then puts forward to improve the effectiveness of the universal law Measures.This paper is divided into three parts:The first part mainly takes the government of Shanxi Province and the citizens of Shanxi Province as the research object to carry on the empirical analysis,introduces the current situation of the construction of the law popularization team and the promotion of the law popularization by thegovernment in Shanxi Province,at the same time,carries on the questionnaire analysis to the citizens' cognition,recognition and application of the law popularization,and then finds out the existing problems of the law popularization in Shanxi Province.The second part is the prominent problems in the implementation of the Seventh Five Year Plan of popularizing law in Shanxi Province and the deep-seated reasons for these problems,which are mainly manifested in the unbalanced development of popularizing law,the low degree of refinement,the narrow scope of popularizing law,the low degree of participation and the inadequate implementation of mechanism,etc.these problems are mainly the lack of resources investment and the object of popularizing law It is caused by the lack of legal thinking and the inadequate implementation of the evaluation system.The third part is the countermeasures to the problems existing in the implementation of the Seventh Five Year Plan of popularizing law in Shanxi Province.First,we should strengthen investment in popularizing law and shorten regional differences in popularizing law.The second is to innovate the form of popularizing law and improve its pertinence.Third,expand the coverage of law popularization and attract social forces to participate in law popularization.Fourth,we should strictly enforce the working mechanism of law popularization and implement the responsibility system of law popularization.
