The Integration Of Social Interests By The Communist Party Of China Since The Reform And Opening Up

The differentiation of social interests is a significant feature of changes in economic and social developments in China in the new period of reform and opening up. Reasonable and moderate differentiation of social interests has positive effect on social development. However, a rapid expansion of social interest differentiation and a significant increase of social interest conflicts since mid-1990s indicate excessive differentiation of social interests, which is not only harmful to social harmony and stability, restricts economic development, but also affects the prestige of the Communist Party of China (CPC). Therefore, it is a hard task for CPC in the new century to integrate effectively the social interests in order to narrow the excessive differentiation and to achieve a fair and reasonable allocation of social interests. Social interest integration is an inevitable requirement to achieve a comprehensive well-off society goal, and thus is a problem to be solved by CPC at the present stage. Thereby, it is significant to investigate CPC social interest integration since the reform and opening up.The aim of this dissertation was to study and discuss the theory and practice of CPC social interest integration since the reform and opening up, and to explore new mechanisms of CPC social interest integration which are adapting to socialist market economy. The value and significance of social interest integration and concerning issues were briefly clarified by historical investigation. The history of CPC social interest integration before the reform and opening up was reviewed, and the experience and lessons were summarized. The evolution process of social interest integration since the reform and opening up was discussed, and the causes of the expansion of social interest integration since mid-1990s were analyzed. The theories and practice of CPC social interest integration in the new period of the reform and opening up were discussed. Possible paths and methods of improving CPC social interest integration in the present time were investigated.Social interest integration was necessary to correct the expansion of social interest differentiation, to maintain social harmony and stability, to enhance the interests of the whole society, and to create conditions for the development of all members of the society. Ruling party was a key factor for social interest integration of a modern state. Ruling party had more responsibility for social interest integration and the power to achieve an efficient integration of social interests through a variety of ways. Representing fundamental interests of the masses of the people is the basic position that CPC always holds. The integration of social interests leading by CPC before the reform and opening up laid the foundation for that in the new period of reform and opening up and also provided valuable experience and lessons.Some new changes in social interest differentiation had been appeared since the reform and opening up and the expansion of the differentiation had been emerged after mid-1990s. The main causes for the rapid expansion in a relatively short period of time may be that economy system was not perfect, that citizen political participation was not balanced, and that socialist core values were not in their position. The integration of social interests was a new challenge as well as a new task faced by CPC in new era. The integration of social interests in new era should adhere to principles of diversity, difference, fairness and justice, and the combination of efficiency and fairness, in order to constantly improve the share of social interests based on the development of productive forces.In accordance with the development of economy and society under the conditions of socialist market economy, CPC should also implement two changes for leading the integration of social interests:one was the transformation of integration manner from administrative orders to democracy and law; the other one was the transformation from single subject to multiple subjects.The integration of social interests leading by CPC since the reform and opening up had been focused on the development of productivity and the combination of efficiency and fairness. However, it showed a somewhat lack of foresight, and consequently social interest integration had been relatively lagged behind differentiation. Entering the new century, CPC had been attached importance to social interest integration as the focus of its work, and strengthened the integration of social interests by scientifically promoting social development, constructing a harmonious society, preserving social fairness and justice, which had resulted in some achievements.The establishment of new mechanisms of social interest integration in accordance with socialist market economy was a main task for CPC at the present stage. System integration, value integration and organization integration played a pivotal role in social interest integration, and thus the improvement of CPC social interest integration should focus on building these aspects for a period of time. Therefore, it was of importance to improve income distribution system, to develop socialist consultation democracy, to establish new mechanism of multi-body social management, to foster the core values of socialism, and to strengthen CPC building.
