Research On The Equalization Of Basic Social Security Public Services

"People’s livelihood" is a meaningful hot word in recent years. From the great practice of contemporary China, study on the problem of people’s livelihood continues to go deeper, and we get a new understanding for social security and basic public service. With the party and state put forward to provide equalized social security public services for the masses, the task of deepening the reform of the social security system to occupy an important position in the overall goal of building a well-off society. The theoretical research on social security is pushed to the forefront, and become topics of the thesis.Based on massive related literature, data analysis and researches, this article focus on how to realize the equity in start point, process and outcome, make comprehensive analysis on the equalization of social insurance service, elaborate on the measures of promoting relating public services, and put forward policy suggestions and measurement proposals. It set forth questions asked in the article, gives domestic and international literature reviews, states the contents and methods in this article, and its innovations and deficiencies.Chapter II Basic Theoretic Analysis of the equalization of Social Security Public Service.It differentiates and analyses several concepts of equality, equity and equalization, recalls the evolution of theories of equalization; defines the content of Social Security Public Service; analyzes the connotations, measurements and contributory factors of public services equalization. Through analysis, it grasps the essence of the problem, and clears the context.Chapter III Major Experience of Equalization of Social Security Public Service from foreign countries.On the basis of different social security systems, according to the three classified type of Welfare mode, Insurance Mode and Compulsive deposit endowment mode, this chapter analyzes measurements of equalization in typical countries, and summarizes the experiences.Chapter IV Equalization of Social Security Policy Supply. Focus on realizing a fair start, it states the ways in which the social security is supplied and the how the demand is expressed, analyzes manifestations and causes of inequality in social security policy supply, and gives suggestions on improving the policy supply.Chapter V Equalization of Financial investments in social security services. Focus on realizing equity in financial support (one part of process equity), it analyzes how the financial investment is unequal in social security services based on academic theories and historic reviews, and proposes on new acts of promoting equalization in financial investment of social security services.Chapter Ⅵ Equalization of social security policy implementation.Focus on realizing process equity, it investigates on connotations and requirements of implementing social security, based on the localization process of policy which easily causes deviation. Around the two goals of "realization of precise management of social security" put forth by the Fifth plenary conference of seventeenth session and "establishment of more convenient service systems" set in the 18th National Congress, this chapter combines the experiences of actual running of social security, and makes use of case studies, to elaborate on how implementation effects equalization.Chapter Ⅶ Evaluation of equalization of social security services. Based on the basic index and methods of assessing social security services, it evaluates the current equalization of social security services in our country by professional actuarial evaluation and surveys of satisfaction.The end words provide suggestions on improving equalization of basic social security services.
