The Study Of The Equalization Of Basic Public Service Of Xinzheng City-take Social Security System As An Example

The seventh session of the Fifth Plenary Session which is passed on October18,2010reported that:"the social construction focused on improving people’s livelihood should be accelerated, and the government should strive to make all the people apt to education, to employment, to medical services, to pension and to housing, to promote the process of the harmonious society". However, realization of the equalization of basic public services is the only way to solve livelihood problems.The inside needs of implementing scientific outlook of development and building the socialist harmonious society is to realize the equalization of public service. The meanings of the equalization of public service not only include giving every social member the opportunity to enjoy the basic public service, but also to respect the right of individuals of enjoying the basic public service. The key consisting part of basic public service is the basic social security system. It is also one of the most important economic systems of modern society. The equalization of basic public service asks for the equal rights that could be enjoyed by all the social members.The article utilize the public goods theory and the fairness and justice theory, and the method of empirical research, take Xinzheng City for instance, analysis the current condition of the equalization of social security and the cause of the difference urban and rural in terms of the social security system. Based on the above mentioned, the article propose the countermeasures of social security equalization. The author also put forward that social security between urban and rural must adhere to the principles of fairness and justice, according to our basic national conditions, completely broken the urban-rural dual structure system. Only the integration of public service utilized, can the equalization of development achieved. In this process, reform should be put forward to raise funds and expenditure structure, the transfer payment system should also be optimized to achieve the rural social security system more perfect, and strive to promote the rural social security service system and make it legalization, establish the funds protection mechanism of social security system, in order to promote urban and rural social security system to complete the supporting reform.
