The reform and opening up rural eventually in the city has madegreat achievements. No matter the abundance of material life, but alsothe spiritual life of enjoyment, city residents’ living standardshave been greatly improved compared to the farmers. The gap betweenurban and rural areas is bigger, initiating the relationship betweenthe initiates fairness and efficiency problems. Problems Between ourcountry city and countryside such as unbalanced economicdevelopment, social injustice phenomenon, the unequal distribution ofincome and welfare level gap are serious. The concentratedexpression is basic public services in urban and rural areas of the nonequalization. Basic public services between urban and nonequal seriously affect the urban-rural integration process. It is notconducive to the building of a new socialist countryside and people’sinternal contradiction dissolve, hindering the further development of aharmonious society. Therefore, enhancing the level of basic publicservices in rural areas is of great significance for the healthydevelopment of the market economy, the completion of a comprehensivewell-off society and building a socialist harmonious society.Providing basic public service equalization for urban and ruralresidents to is an important function of our country government. Ourcountry is transferring from survival type to the development ofsocial transition, which requires the government to achieve fromeconomic construction to public service transformation. Improving thelevel of public service as the ruling goal and idea provided a solidfoundation to realize the equalization of public service. Thetransformation of government functions is the necessary requirementof the construction of public service government. It means that the roleand function of the government to repositioning to meet the people’sgrowing demand for public services.Study on this paper is divided into five chapters. The first chapteris the introduction, mainly introducing the research background andsignificance, the domestic and foreign research presentsituation, research methods and research content and the innovation andshortcomings. The second chapter is the definition of relatedconcepts and theories, including public services, basicpublic service, equalization of basic public services and the theory ofwelfare economics, social equity and new public management and newpublic service theory. The third chapter expounds the equalization of basic public services value. First of all is the inevitable choice ofthe essence of socialism, and the second is the necessary requirementof the healthy development of the market economy. The fourthchapter expounds the current situation of the non equalization of basicpublic services between urban and rural areas in China includingcompulsory education services, public health service, basic socialsecurity and other aspects, and then analysis of the causesof non equalization, including the legal system, imperfect financialsystem, identity system restriction and the absence of the governmentfunction. The fifth chapter discusses the path of the equalization ofbasic public services selection to realize our country government, fromthe perfect law system, establishment of the system, the integration ofurban and rural areas to improve the public finance system, to promotethe five aspects of the transformation of government functionsand improve the market system to start, especially highlights the roleof the government.
