The Drivers And Mechanisms For Local Government Innovation

Along with the development of modernization, social contradictions emerged in the field of population, resources, environment, efficiency and fairness. The requirements for public products and public service increased significantly. Then government innovation to accelerate government systemic reform, transformate government functions, construct public service government, meet the demand of public services, improve citizen satisfaction, enhance government image has become a strong tone of the times, calling for and promoting practice of local government innovation. How to treat the role of local government in innovation, how to promote local government innovation and maintain the sustainability, how to build and improve the innovation dynamic mechanism, how to evaluate local government innovation achievements, has become the theory and the question for local government.Through literature review, content analysis and case study, this research learning from the experiences of developed countries, studies innovation experiences and innovation drivers of China local government, and build the theory model and analysis framework for it. In technology aspect, it uses literature study, ethnography research method, case analysis the structural equation model, the case comparison. Then analyzes the background, drivers and sustainable innovation factors of local governmen innovation. Finally, the research put forward the policy and strategy of local government innovation. The logic is "problem study, theory analysis, compareative studym, empirical study and policy recommendations".In theoretical analysis part, this paper studies the concept, extension and development path of innovation, government innovation and local government innovation, analyizes the origin of local government innovation, and draws the basic conclusion which the important issue of local government innovation is to solve the problem of drivers mechanisms.In comparative analysis part, through historical analysis and case study, this paper summarizes experiencens of promoting the local government innovation including strict definition of government functions, limitations of market, exploring suatainable local government innovation mechanism and construction of good local government innovation system environment through effective system design.In present study part, this paper studies the number, types, styles and features of China local government innovation. The conclusion is that local government innovation is initiated not only with local government competitive environment, economic base and social conditions and other factors, but also with the local government leaders who have farsightedness and innovative traits closely related.In empirical research part, this paper takes Zhejiang Province as an object, analyizes projects of local government innovation award in Zhejiang province, then researches factors of drivers and influence path using structural equation model. The conclusion is that the drivers of China local government innovation is an "internal and external drive embedded in each other" formation mechanism.In policy suggestion part, from the aspect of local government innovation drivers mechanism, the basic idea of promoting local government innovation is integrity innovation, social justice and moral construction orientation, development orientation for local government innovation, and policy orientation for local government innovation. Finally, this research proposed to promote local government innovation including improving innovation consciousness and innovation ability of local government managers, improving local government organization adaptability, improving local government innovation incentive mechanism, the establishment of local government innovation evaluation system, the development of learning and innovation oriented organizational culture, and improveing public supervision mechanism in local government innovation.
