| The improvement of organizational efficiency is the core issue of modern government management,the key to the construction of responsible government,and the basic requirement for the development of local government in China.With the development of economy and society and the promotion of the comprehensive deepening reform of the government system,some local governments have become increasingly prominent performance problems,such as weakened sense of responsibility,lazy working style,low efficiency,mediocre administration and inaction,which have become the obstacles and dilemmas of the current government system reform.Since the 19 th National Congress of the Communist Party of China,the central government has paid increasing attention to the phenomenon of mediocre governance and lazy governance,constantly strengthened accountability and forced the accountability implementation mechanism.In this background,to fully implement the central policies and effective performance of the government public responsibility,improve the management ability of the government,the introduction of performance accountability system tools to understand the institutional constraints and realistic predicament of the government management,further promote the development and perfection of government accountability system,in order to realize the condition of low performance of the government management comprehensive supervision and accountability,and to restrain them,control and remedy,and accountability of formation pressure to promote high performance government construction.In this paper to explore the countermeasures of optimizing performance accountability for research purposes,by local government in China as the research object,using literature analysis method and case method,theoretical discussions on local government performance accountability and system analysis,the overall combing the development of Chinese local government performance accountability system evolution and operation status,on the basis of performance practice of the construction of the accountability system in Shandong province as an example,focuses on budget accountability,the cadre performance of Shandong province take accountability,efficiency supervision and accountability,and linkage system of accountability of all media content and form,based on the in-depth analysis of the institutional constraints and realistic difficulties in the actual performance accountability work,this paper summarizes the restrictive factors in the environment,system,main body structure and operating procedures.Finally,in view of the above difficulties and restricting factors,using the theory of responsible government,government performance management theory and target management theory as the theoretical analysis tools,from cultivating administrative ecological environment,improve the system design,optimization of the main structure,standard operation procedures,to establish a long-term mechanism five aspects put forward the optimization Suggestions on local government performance accountability system in our country. |
