With the development of the society, China's market economy reform is going down, the society is overall improved, and all these have put forward higher requirements with the government management innovation. To public demand, improving administrative performance, strengthening service, innovative social management have become the main theme of government reform currently, and the government performance evaluation is one of the important means of government management innovation. Due to the rising of public material, spiritual life and Social productivity, Original administrative mode which is concise and single has ceased to exist, and gradually translate into a diversified government organizations with huge institutions, flexible relations and changeful situation. Old performance evaluation system faced with the practice needs of performance evaluation innovation can not meet the demand of The Times. At the same time, the rise of e-government and promotion caters to the innovation requires of local government performance evaluation, the e-government is becoming much more efficient and face directly to the public, all these advantages provide a new ideas and carrier for the performance evaluation innovation. Will the performance evaluation system which needs reform urgently into advanced e-government circumstances, should become the turning point and eternal theme of local government performance evaluation innovation.This article explores local government performance evaluation and the practice historical process of high-end technology of e-government, from the system architecture and process to analyze the obstacles and gaps of existing local government performance assessment to realize scientific. The development of the emerging things is a dynamic process that continuous exploration, practice, accumulation, integration and progress. So local governments should adhere to four principles, those are evaluators'diversification, index scientific, work efficiency and concept democratization. By strengthening the government service consciousness, planning unified standards, and strengthening the construction of infrastructure, breakthrough technology and financial bottlenecks, straightening out institutions management system, and ascending civil servants to circumvent problem and optimize the quality of innovation. Through taking measures the put forward regulation, perfecting the policy, public participation, government to listen, rich index, objective evaluation, network research, system operation, feedback, continuous measurement to highlights the core essential factor that "management", "democracy", "justice" and "science" and "cycle", to realize local government performance evaluation system develop healthily and sustainable toward network, informationization, modernization, knowledge-based, dynamic and changeable, public and democratization.Therefore, the reform and innovation of local government performance evaluation which under the environment of e-government is urgent and also has rules to follow, the success of the innovation practice will be to ensure that the objective and fair evaluation, government ruling ability and the continued ascension of service level, also will provide strong support for the creation of service-oriented government.
