Research On The Interest Integration Of CPC In View Of Harmonious Society

Issues concerning interests, as one kind of objective existence, have been running through human being’s history. Hence, respecting people’s interests is also a manifestation of Marxist historical materialism. Thus, analyzing the deep reasons that caused certain social representations in the perspective of interests according to the law of the development of human history is a scientific way to solve problems in different periods and phases. All the research work on interest integration of this dissertation is exactly based on the macroscopic reflections and microscopic observations of the history and reality of interest integration of the governing party ever since the foundation of The People’s Republic of China, especially that of the reform and opening-up policy. The Communist Party of China is the only governing party in China; it is a proper and a great party. Nevertheless, the missions the governing party faced are still arduous, problems not solved such as: the difficulties and severe challenges of building a harmonious socialist society; differentiation of social hierarchies; diversification of interest bodies; prominence of interest conflicts; complexity of interest structure; obstacles of the vested interest groups to the reform; distortion of interest distribution caused by corruption, challenge the stress tolerance ability and administrative level of the governing party. Interest integration is an important function of the governing party. For The Communist Party of China, whether it can integrate effectively interests, not only ensure the stabilization and development of the society, but also affect the governing legitimacy and the stabilization of governing status,furthermore, affect the process of socialism with Chinese characteristics.Guided by the Marxist theory, this dissertation starts from the urgent need of the reality,carefully analyzes and teases out the interest theory and the interest integration thought of The Communist Party of China; summarizes and refines the practices, lessons and deficiency of The Communist Party of China ever since it took power, especially that in the process of building a harmonious socialist society; study comparatively and draw lessons from the practices and experience of the governing parties abroad; discuss the way to carry forward deeply interest integration and the safeguard mechanism. According to the research approach put forward, the author has divided the thesis into eight chapters:The first chapter: introduction. The background and meaning of the research have been illustrated; research content of related issues from scholars at home and abroad is teased out; the research approach is put forward: analyze systematically the differentiated social hierarchies, and then find out the way to integrate interests of different hierarchies, thus promote the harmonious development of society.The second chapter: analysis of the internal mechanism of interest integration and a harmonious society. The connotation of interest theory, Marxist view of interest, the concept, function, principle and value of interest integration are analyzed in this chapter. The author points out in this chapter that human is the main body of interest, it has the dual attributes of nature and society; the essential performance of interest is the social relationship among human beings, interest plays a positive role in promoting the development of society; interest integration has the function of alleviating social contradiction and stabilizing social orders. On the basis of analysis of the core concept and the connotation of the theory of a harmonious socialist society, the author discusses the relationship between interest integration and the governing party, and the relationship between interest integration and building a harmonious socialist society. He believes that interest integration is the fundamental way to build a harmonious socialist society and important content of administrative ability construction of The Communist Party of China.The third chapter: theoretical contribution of The Communist Party of China to interest integration. This chapter mainly illustrates how does The Communist Party of China, the governing party, on the basis of the practice of playing a leading role in socialism construction, sticks and develops the Marxist interest theory, this chapter also includes sublimation of theories of interest integration from various aspects which includes Mao Zedong thought, Deng Xiaoping theory, the important thought of "Three Represents”and the new interest integration theory formed by a new generation of communists represented by Hu Jintao. All these theories represent the fundamental interests of the overwhelming majority of the people; they form a scientific ideological system that is continuous and advancing with times.The fourth chapter: practices and explorations of interest integration of The Communist Party of China. This chapter reviews and summarizes the process of construction and reform practice ever since the foundation of People’s Republic of China, which includes the content of interest integration and practices of five aspects of economy, politics, society, culture and ecological construction: in the aspect of economic construction, use the reformation of income distribution as a mean to balance interests of various parties, realizing a balanced structure while promoting the benign development of the economy; in the aspect of political construction, integrate interests of the Party, interests between the party and the people; in the aspect of social construction, Combined with the improvement of people’s livelihood, strengthen the labor and social security; in the aspect of cultural construction, value the importance of ideological and moral and ideological construction, consolidate the leading role in culture and construct a better cultural environment; in the aspect of ecological construction, optimizing economic development path by protecting the environment, pay attention to solve the prominent environmental problem in the people’s livelihood.The fifth chapter: problems existed in interest integration practice and enlightenments. Combined with the content in chapter four, related problems are drawn forth; for the problems and deficiency, enlightenments of guiding significance are summarized for future practices: interest integration must be leaded by The Communist Party of China, guaranteed by the design of top-level system, meanwhile, social participation should be mobilized effectively to promote the positive flow of interests, in that way, fairness and justice are realized.The sixth chapter: practice survey of interest integration of foreign governing parties and experience reference. By other’s fault, wise men correct their own. The author makes a comparative study of the practices of developed countries and developing countries when integrating interests, combines the characteristics of Chinese regulations and its national conditions, put forward some basic experience for the governing party for reference.The seventh chapter: discussion of the way of in-depth interest integration in a harmonious society. On the basis of practice summaries and comparative researches, strategies to interest integration at present are proposed: focus on the balanced distribution of economic interests, steady development of incremental democracy, and equitable access to the outcome of development; cultivation and propagation of the spirit of harmony, realization of the vision of harmonious coexistence of human beings and the nature and green development.The eighth chapter: build a "four-in-one”kind of safeguard mechanism of interest integration. To ensure the effective implement of interest integration, a series of construction mechanisms are needed: The dominant force impact mechanism, it is the construction mechanism for the main body of interest integration; social participation mechanism, it is the construction mechanism for the object of interest integration; legal safeguard mechanism and interest coordination mechanism, the core of which are rule of law and democracy. They are the two hands of interest integration, it is required that one hand be hard and one hand be soft, the hard and the soft be combined to guarantee powerfully the implement of interest integration a smooth path.
