Evaluation Of International Institution In Indian Ocean Region

This paper aims at understanding the situation of international institution in Indian Ocean region. After the general description of international institutions in Indian Ocean region, it seems obvious that it is impossible to go beyond the superficial description without the evaluation of these institutions which should be based on a framework of evaluation for international institutions. Effectiveness and legitimacy are selected as two dimensions for evaluation of international institution consisted by indictors being capable of operation which are also selected based on the relevance and availability. The evaluation framework is used for case study of international institutions in Indian Ocean region and Indian Ocean Naval Symposium and Indian Ocean Rim Association are the two cases specifically for evaluation. High legitimacy and low effectiveness are the common result for both organizations. The evaluation result provides us a clearer picture of international institutions in Indian Ocean. The relations between legitimacy and effectiveness are neither mutual helpful nor harmful: effectiveness of international institution is independent from legitimacy while effectiveness is able to create and increase legitimacy; legitimacy of international institution is dependent on effectiveness while legitimacy is not able to create effectiveness but it can increase effectiveness. Using this theoretical result in international institution in Indian Ocean region, this paper concludes that given the long lasting of high legitimacy and low effectiveness of international institution in Indian Ocean region, its high legitimacy will not increase the effectiveness and high legitimacy itself will also decrease for the legitimacy crisis and lack of comparative benefits bought by international institution. The decreasing of high legitimacy and low effectiveness will lead the international institution in Indian Ocean region to the low legitimacy and low effectiveness which will imply the deterioration of institution.
