A Study Of Expanding And Safeguarding China’s Oversea Interests From International Institution Capability

With the deeply development of economic globalization, the systematization andinstitutionalization of international society is more and more evident. Theinterdependence among different countries is further deepening. The InternationalInstitution has played a unique role in more and more fields. In the process ofparticipation in the international society, the understanding on the importance ofinternational institution is improved. International institution is considered to be anefficient way of achieving its national interests. Generally speaking, the involvementand agenda-setting for one country is seen to be an important indicator for measuringthe international institution capability.China has taken the first step in its participation in the internationalcommunity with the foundation of itself. Since1978, China implemented the policy ofreform and opening-up, and its connection with other countries got much closer. In2001,China became a new member of WTO, which made breakthroughs in theprocess of the two-way interaction and mutual recognition, what’s more, China gotthe identity of historical shift from an challenger、participant to the constructor of theinternational institution. China elevated its position and increased its influence, andextended its national interests extending outward continuously.In this background, China has got great progress in the fields of foreign tradeand foreign investment. At the same time, it also brings a series of security risks withthe deepening of China’s oversea interests. The problem of expanding the overseamarket for China’s enterprises, the security of protecting people and his property, andmaintaining the security of the transport corridors, the serious interdependent on the energy, which should be paid for much more attention. Nowadays, what the biggestproblems for maintaining China’s overseas interests is that it does not an overallformwork and lacking of some effective means of protection. China’s overseainterests are facing serious challenges.At the beginning of the analysis, the author focuses on the connection to thenational interests and international institution, and studies its value, the functions andthe limitations of the international institution, establishing an effective formwork forthe international institution. Then, the study recalls China’s participating in theinternational institution from the perspective of the history and the present, sums upits historical experience, discusses the existing problems about China’s participation,and assesses the favorable and unfavorable conditions of enhancing the internationalinstitution capability of China. At last, the author proposes the overall formwork tostrengthen the International institution capability of China and its oversea interests.To build the overall framework for maintaining and expanding China’s overseasinterests, we should adhere to the power-based idea in our participation in theinternational institution, deal with the relations to the developed countries, theemerging countries and some developing countries correctly and fight for greaterspace for the expansion of China’s overseas interests. In order to promote theinnovation of the international institution, China should increase its influence, expandits voice, and establish a responsible image in the international institution.
