The 18 th Central Committee of the Communist Party of China(CPC) put forward the goal of deepening comprehensive reform, i.e. "the state management system and modernization of management competency ", which puts forward higher requirem to govemen’s management ability.As the executors of the governmental functions, strengthen construction of civil servants’ professional competency of china is becoming increasingly important. Specifically, construction of civil servants’ professional competency of china is chosed as research topic,based on three aspects.First, strengthening construction of civil servants’ professional competency of china is the realistic response of the goal of deepening comprehensive reform. Along with the establishment of the civil servants system in the world, construction of civil servants’ professional competency have begun to start.Along with changes of social structure, expansion of public affairs, enhancement of citizen consciousness etc, construction of civil servants’ professional competency will be highlighted. In particular, after the fifth modernization of our country, construction of civil servants’ professional competency become the important promoter of the state management system and modernization of management competency.Second, strengthening construction of civil servants’ professional competency of china is the necessary requirement of the transformation of governmental functions. Along with adjustment of economic structure,functions of government render nocompatible. Therefore, as the executors of the governmental functions, construction of the professional competency of our civil servants is imperative.Third, strengthening construction of civil servants’ professional competency of china is the valid demands of the development of the civil servants’ career. In current historical background, civil servants should weaken the privilege in the traditional sense, should pay attention to the normal demands of their personal interests in real life.When the conflicts is derived between of the interests of civil servants’ professional persons and natural persons, civil servants should have more active the rights of career’s choice and the rights of development,and the important factor is the professional competency.The paper mainly adopts the method of empirical research and normative analysis.,discuss and analyse the basic theory, study of present situation, general idea,etc.First,ensuring the related notion, theoretical basis and basic intension. construction of civil servants’ professional competency of china is from the competency, the professional competency and the civil servants’ professional competency,which stand out the focus. This paper recognizes the importance of the development of the individual career development of civil servants. introduce the theory of career management into the theoretical foundation,and form theoretical system with the Human Capital Theory, Competence Theory and Cadre ability’s construction thought,i think is the expand of research’s angle of view.Second, structuring the standard framework of the civil servants’ professional competency by various research’s methods. The standard framework of the civil servants’ professional competency has a leading role in the full text,this paper follow the research’s logic of building the framework,filling the part and improving the whole, by means of the research’s methods of literature researching, Sample interviewing and questionnaire survey ing,after the verification of the specific civil servants’ group, the standard frame of civil servants’ professional competence is putted forward, which is based on the core competence, professional competence, level’s competence and basic competence,and put forward the importance of strengthening construction of civil servants’ professional competency of china.Third, the research obtains the present situation and the problem analysis of construction of civil servants’ professional competency of china.The paper have a depth interviews to eleven civil servants which from several regions, levels and categories, which still be insufficient,and conclude the main problem, the concept, policy, system, and mechanism,put forward the importance of strengthening construction of civil servants’ professional competency of china.Fourth, through the research and comparison of civil servants’ professional competency in developed countries and regions, combining with the problems of the previous research and the the influence factors, finally the paper puts forward the path’s choice of strengthening construction of civil servants’ professional competency of china, innovating the management ideas, innovating top-level design, perfecting the system, optimizing the professional environment.Finally,the paper have vertified the factors which caused the problem of civil servants’ professional competency of china and the solution thinking of the paper by means of research’s method of the case analysis.
