The performance appraisal of civil servants is an important means to improve the quality of civil servants and improve the administrative ability and efficiency of the government.In this paper,based on the analysis of many problems in the performance appraisal of civil servants in Dalian,we constructed a new performance appraisal system of civil servants based on the competency framework.According to the investigation,analysis and inspection to the data from civil servants in Dalian government,we finally established a performance appraisal framework in which there are 5 first level index,"moral,ability,diligence,result honesty",and a few second level index based on the competency trait.Our work provides a more objective and quantifiable ideas and methods for the research on the performance appraisal of civil servants.And it also provides a scientific theoretical basis for the innovation and improvement of the civil servant performance appraisal in our government.
