Under the background of growing intensity International competition.The complicated international situation has put forward new demands on our government.To reinforce the construction of a better governmental servants team in an all-around way,implement the spirit of the 19 th National Congress of CPC,push forward the growth of economic society during the 13 th Five Year Plan and win a great victory against poverty;to provide the ideological and political guarantee,sufficient talents and intellectual support for the decisive victory of a well-off society;Chinese government nowadays is taking great concern in leveling up the overall proficiency of government servants.The ever updating policy requirements keep raising new challenges for this servant team.Trainings for governmental servants not only are the important section of Chinese public sector HRM,but also are playing the inseparable role in deepening the Chinese political reform.It helps advancing the overall qualification of Chinese governmental servants,improving the performance of our government divisions.Thus can meet the requirements of efficiency raised by the people.The frontline civil servants facing directly toward the people in daily administrative work for government,they relate most to the people,and portray as the face of our government divisions.That's why they should be morally and educationally qualified,also in possess of superior proficiency of their career.The trainings for these civil servants are facing a lot of problems that discouraging the enthusiasm of work for them,not to mention the affected efficiency on government daily works.The legislation on PRC Civil Servants and regulations on cadre's education and trainings act as the legal ground for other series of regulation documents the government made based on the actual situation of civil servant trainings.We can see from these documents that our country is gradually standardizing the training modes.Trainings provided should base on actual situation.Thoroughly upgrading the services and improving the public administrative ability of the frontline civil servants are the heated topic in social management for this era.The traditional ways of civil servant trainings are most centered on personal qualifications meeting the job description rather than exceptional performance.This type of trainings cannot reach the result we want.To maximize the effect of trainings,there's great need on innovations.Creating new modes of trainings and optimizing the current ones.Therefore,the traditional way of trainings shouldbe turning into the one based on competency.This mode can differentiate the exceptional performance from average ones,analyzing the problems risen from the current training mode so that there's room for optimizing.The first section of this thesis gives a brief introduction of the research background,research meaning,research methods and frame,possible innovation points of this research.The second section is the further explanation on the points and theories raised in the first section.The third section is the analyzation of the current situation on Chinese civil servant trainings.In this part,a questionnaire was applied for the research of frontline civil servants' current situation in Jiangsu Province.Together with the References,we'reable to determine the problems arose from the existing training modes and the reasons behind them.This helped analyzing the reasonability of combining the training modes and the competency method.The fourth section is on how to optimize the training modes based on competency.In this part,the thesis gives an explanation on aspects of need analyzation,planning,implementation,evaluation.
