Grass-root civil servants,as the link of people of different ethnic groups,bear the duty of providing government public services and exercising administrative power directly and finally in the nation and minority areas.To strengthen the capacity construction of grass-root civil servants in minority areas is the premise of the implementation of the policies and guidelines of the Communist Party and China in an all-round way as well as enhancing the efficiency of administration in governments of minority areas.It is also an important approach to improve the quality and capacity of civil servants and a significant force to promote sound and rapid development of minority areas.The realistic problems of concentration of national minorities and minority autonomous areas in Qiandongnan Miao and Dong Autonomous Prefecture determine that the capacity construction of grass-root civil servants is an important content of the local government.Based on the reality of Qiandongnan Miao and Dong Autonomous Prefecture and through the application of competency theory research results,the thesis builds competency model for grass-root civil servants in Qiandongnan,to training more grass-root administrative personnel with both good morality and capability for the place and provide theoretical reference to public human resource management and development in minority areas.The thesis discusses mainly on capability construction of grass-root civil servants in Qiandongnan from the perspective of competency.Firstly,the author collects the capability construction requirements for the grass-root civil servants by Qiandongnan government,combines them with investigation and survey to extract competence characteristics elements of Qiandongnan grass-root civil servants and analyzes the current status and existing problems of the competency of the grass-root civil servants there.Secondly,statistical tools are used to analyze the data of competency factors questionnaire results for civil servants at the grass-root level to build a grass-root civil servants competency model which covers six dimensions including 27 key competence characteristics in Qiandongnan prefecture.The thesis finally put forward five methods on improving the capability of civil servants at the grass-root level in Qiandongnan prefecture: the capability construction operation mechanism based on competency should be improved;the competency-based model for employing civil servants should be optimized;competency-oriented training and development of grass-root civil servants should be enhanced;the performance management system based on competency should be improved;and the grass-root civil servants' career development approach should be broadened.In short,innovation of management mode of grass-root level civil servants in Qiandongnan prefecture is a significant strategic measure of deepening the reform of administrative system in the area.It is also an inner drive for the unity of all ethnic groups and the promotion of sound and fast development of Qiandongnan Autonomous Prefecture.
