Government civil servants at the grass-roots level as the base and carrier of the governance of government governance, and the construction of the service-type government has played a vital role in the reform, the government civil servants at the grass-roots level the level of quality and ability will directly affect the effect of administrative activities.And we found in the investigation and study, in the autonomous region government civil servants at the grass-roots level of competence construction there are some problems in the process. Exist in the aspect of competence of civil servants, such as lacking the ability to offer innovative, legal consciousness is not strong, strain capacity is not enough, the low level of administrative professional ability, the ideological and political awareness is not high, such outstanding problems as working attitude is not correct; In government competence evaluation system construction of the grass-roots civil servants exist, such as the evaluation system of the lack of operability, fuzzy evaluation criteria, and recruitment assessment problems such as lack of scientific guidance. These problems is not only the people concentrated reflection and concerned about the reality of the problem, and reform the key problems needed to resolve. Therefore, will improve the government civil servants at the grass-roots level competency level are the key points in building a service-oriented government and key way has its feasibility and necessity.This article will be located in the Midwest of Inner Mongolia Bayannaoer city as the research object, research as an important part in the government civil servants at the grass-roots level of government in the new times background of the transformation of the government, should have what competencies are available. With Bayannaoer city grass-roots civil servants as the main research object of study, and study through literature analysis, behavioral event interview method and the working log method to obtain basic competency elements. Through the above work eventually form Bayannaoer city civil servants at the grass-roots level competency questionnaire. Of civil servants at the grass-roots level to the government through the questionnaire, came up to collect the relevant data for quantitative analysis, using the KMO value, bartlett ball test methods such as the feasibility test, using the principal component analysis to establish a reliable competence of civil servants at the grass-roots level is suitable for the Bayannaoer city structure model. The model for cultivation of grass-roots civil servants as well as civil servants at the grass-roots level managers to provide a theoretical reference and reliable method. In the practical application of this model is mainly manifested in three aspects, mainly includes:(1) the three aspects of recruitment should be based on the applicant to the competency of correlation of the competency model of high and low in selection; (2) the training work should consult the relevant competency model for civil servants in the basic requirements, scientific staff training and education. (3) in terms of evaluation, should take the competency model for reference, for the assessed to examine the related aspects of the performance evaluation.Specific research structure is as follows:the first part is the introduction part, mainly is the first chapter. This part mainly introduces the purpose of the research background and research significance. Through to the sorting of competency research literature at home and abroad, combing the development process of competency research, discusses the competency of the frontier research results, for the next step of the construction of the competency model provides a theoretical background; The second part is the basic theory part, mainly is the second chapter. This part is mainly for competency further clear distinction between the concept and definition, and the selection principles of job analysis, people-position matching principle and so on as the basis of this study theory, and emphatically expounds the research achievements of civil servants at the grass-roots level in national regions and the existing problems.
