Research On The Political Culture Constrution Of Vietnam Communist Party Since Doi Moi

This essay takes the cultural construction of Vietnamese Communist Party as the research subject surrounding the general background of the Doi Moi. It utilizes the relative theoretical explanation of the cultural construction of the Marxist party as the analysis tool and the historical cultural condition and trace as the logical starting point. Its research background is set on the real situation and motivation of the cultural construction of Vietnamese Communist Party. It focuses on the evaluation and thought of the construction and follows the logical thinking way from theory to practice, history to reality. The introductory theory part mainly focuses on the analysis of the subject research background and meaning, summary of the research both in the country and abroad and the research method and content.Chapter One gives an explanation to the relative conception and theory of the party’s culture and provides the theoretical analyzing tool for the research of the cultural construction of Vietnamese Communist Party since the beginning of the Doi Moi. The author holds that the culture of the Marxist party should follow the general law of the development of the culture of party and present the universality of the culture, and then it can it can find its partner in the party’s politics in the whole world. From its party spirit and class distinction, the party culture of each party should be the concentrated reflection of the class will of the party. The cultural construction of the Marxist party should hold on the dominant role of the Marxism in the ideology and strengthen the idea of making the people host and the purpose of founding the party--"the Party is built for the public and its exercises state power for the people". It also should have the discourse system of the party culture and master the special rule of the construction of the Marxist party. Therefore, the general theory of the party culture is the theoretical basis of the cultural construction of Vietnamese Communist Party. It provides the general thinking way and method of the construction. The idea of the Marxist party culture is the direct theoretical support of the cultural construction of Vietnamese Communist Party since it points out the principle of the party spirit and values orientation. The general theory of the construction of the party culture and the idea of the Marxist party culture jointly constitute the theoretical logic of the cultural construction of Vietnamese Communist Party.Chapter Two makes an investigation of the historical condition and trace of the cultural construction of Vietnamese Communist Party, reveals its historical logic and reason, and discusses the inner way of its birth. The Confucianism of the Vietnamese traditional political culture represented by "civilian the first" contains the western political idea of "democracy, freedom, equality", the communist idea directed by Marxism and Leninism and various beliefs in the religion such as "Charity" "well-doing". Through the research of its historical trace it can be easily recognized that every party culture must have a process of beginning, formation, development and maturity. The maturity of the party will improve its cultural level. The two aspects always depend on and improve each other.Chapter Three analyzes the background and reason of the cultural construction of Vietnamese Communist Party and reveals its real motive and reason, which demonstrates that the construction is an ever-lasting dynamic process. The construction innovation of Vietnamese Communist Party since the Doi Moi is not only the objective requirement of the new situation in adapting to the transformation of itself and governing theme but only a response to the economic globalization and revulsion of Soviet Union and Eastern Europe which brought about diverse culture and belief crisis. Actually it a reform pushed from the opposite side. This chapter holds that more effort should be put on the inside of the governing party in order to deal with the problems and challenges in the construction. We also should keep pace with the time, be brave to create and admit our mistakes which are what the Marxist party culture pursue and the original motivation to construct, develop, reform and innovate.Chapter Four makes a systematical analysis on the chief measure, progress, tendency and feature of the party culture construction since the Doi Moi aiming to reach a complete understanding and mastering of the real face of the Vietnamese Communist Party’s culture. This chapter highlights the research of the characteristics and advantages of its construction and believes that the most outstanding feature of the Vietnamese Communist Party is to emphasize the idea of "civilian the first". Among the words of its values, the first one is "enriching the civilian". Its feature on party ideology is to combine the principle, nationality, tolerance and humane spirit reasonably and transform from "rigidity" to "flexibility", from "national politics" to " personal affair of the civilian", which set up a real project of "centripetal power". Its feature on the regulation culture lies in the fast development of regulation construction of the democracy and law inside the party, the ever strengthening consciousness of democracy and legal thinking, the acceleration of the construction of the "socialist legal governing" with a reasonable combination of democracy and rule of law. The highlight on its behavioral culture is the formation of the mass-based line-"from the people, to the people, for the people" in the atmosphere of self-criticizing and it always puts the construction of incorrupt government as the core of its work.. This essay holds that the cultural construction of Vietnamese Communist Party is three-dimensional and its best advantage is to put the cultural construction of the party in the process of national modernization, integrating all the social resource and power to combine the construction of the party with the construction of the party culture. It also combines reasonably the values of the party, the ideology of the party, the regulation culture of the party and the behavioral culture of the party. Besides, it combines the "party, nation and society" and the social "economy, politics and culture", to create a deep construction atmosphere of the party culture.Chapter Five makes an evaluation and introspection on the success and failure of the cultural construction of Vietnamese Communist Party. Since the Doi Moi, the cultural construction of Vietnamese Communist Party has got fruitful achievement. Firstly, the organization of the party has been strengthened which can be proved by the development of the number of the party members, the quality of the leaders and party members, the rationality of the leading committee of the party; secondly, the image of the party has been improved which can be seen in the corruption being suppressed, the relationship between the party and the people being improved and the promotion of the agreement on the party. Finally, the governing status of the party has been strengthened further which can be found in the obvious effect of governing the nation, the stability of the national political conditions, the enhancement of the society and people’s living and the improvement of the outer environment. The experience of the cultural construction of Vietnamese Communist Party presents us with many enlightenment:to emphasize the purification of the values and construction of the regulations, to develop a consciousness of hardship and "underscore thinking", to make the striving for the domination of the ideology of the party rational and emotional. All in all, the reform of the ideology of the party has no time to delay.The innovating point of the essay lies in the innovation of the research angle since it chooses the unique angle of the cultural construction of Vietnamese Communist Party to explore its process and generalize the special law and general law of improving construction of the socialist national party culture.
