Research On The Cultivation Of Joint Operations Command Personnel Of Our Army

History and practice has proved that the most critical factor in determining the outcome of a war, is the people. Military personnel as a specialized group, plays a crucial role during a war. Not only a military personnel could adapt to the development of the form of war as it broke out, but also it has direct impact on the level of the army’s combat effectiveness.Amongst all military personnel, military command personnel as troops combat operations directly organized and participants, and most importantly, the core elements that affect the course of the war and the outcomes. In an era characterized by massive development and transcendental progress of science and technology, modern warfare, which has been mainly displayed only by the single armed services and other branches of the military system combat, under the conditions of mechanization, are now gradually undergoing a slow but evident transition to multi-joint and combined arms warfare, canalized by the speed of informatization. Evolution of the form of war, modernized military personnel, especially military command personnel, have completely redefined the requirements, bringing them onto a higher level. With acculturation and adaption to a number of intrinsic factors owing to informatization of joint operations command post, joint operations command personnel faces the huge task of the joint operational command, which is in fact, the most important issue our military is facing.When it comes to joint operations command personnel training, the U.S. military is without contest, a step ahead of the whole world. The U.S. military can be regarded as the pioneer of the concept:"joint operations," as it first began to study and was apt to boost the joint operations command personnel. Currently, the U.S. military has established a comprehensive system of joint operations command personnel training system. With a clearer understanding of how important joint operations command personnel actually is, Armies around the world should not overlook the idea of following the practices of the U.S. military joint operations command personnel training and learning from the successful experience of the U.S. military joint operations command personnel training, so that each one can build its own characteristics and display a better approach, when it comes to adopting training methods of the joint operations commands. Our military joint operations command personnel training issues and research are still in the developing stage. Despite a lot of remarkable achievements we have achieved in talent training of the joint operations command, but there are still some problems, such as unclearness of the training objectives planning, singleness and rigidities of selection means, unobviousness of practice and training effect, lack of policies supporting protection and so on.In this paper, we shall discuss the theory of modern human resource development and personnel training, combined with the actual situation of our army, joint operations command personnel quality requirements, growth paths, cultural implications, subsequently supporting and building a more in-depth study of the formation of some the practical applications of the value of the results of theoretical studies and hence finally provide some ideas that should be considered in setting up of our military joint operations command personnel. Firstly, we shall outline the definition of the concept of a joint operations command personnel, with thorough analysis of the research results from the training of commanding officers for joint operations at home and abroad to build the model of the quality of our military’s joint operations command personnel to clear the training of personnel of the Joint Operational Command target.Secondly, together with the combination of our military establishment, we shall sketch out the growth path of our military joint operations command personnel; thereby highlighting the fact that the military should learn from the successful experience of foreign armies for joint operations command personnel training and good practices, laying emphasis on the culture aspects of philosophy, training content, training methods, training mechanism to make the adoption of the Joint Operational Command more strong and viable.Finally, we will continue to elaborate on how to strengthen and improve the facilities in order to promote joint operations command personnel training, consolidate the venues and facilities, by using a productive textbook system coupled with an efficient faculty team and juxtaposing the rules and regulations.
