It is the sum of adopting administrative mind and ruling layout under the certain administrative target of the government party. Governing strategy determines political orientation, values and activity direction of the government party in holding the power of the nation. It is a panoramic display of governing capacity and executive wisdom. However, the forming governing strategy would not be unchanged and unalterable, it would be being perfect with the changing of the external environment and improving the internal condition. The governing strategy and strategic positioning are the performing strategic choice based on the changing external and internal conditions of managing state affairs, including determination of the object, the transformation of thought, adjustment of the layout and other things.This paper focused on the governing strategy and strategic positioning of the Chinese Communist Party in great power game(especially on full ruling period, the local administration period is not under the research of the paper). It puts the eye on examining the great power game as a serious external environment test, which produced a profound impact on local strategy, towards governing strategy and strategic position of Chinese Communist Party, in order to explore the important thoughts of improving the accuracy of governance strategy and strategic position within the great power game. Political system analysis method is mainly used in the analytical framework of this article. It used logic analysis, historical evidence and elements analysis, to attempt to clarify the two-way interaction between the ruling strategy positioning and great power game, and finally from the understanding of the law to the applying of the law, with a global vision and great power strategic concept to consider the issues on governing China.In the strategy behavior functioning system model analysis, global, national and party situation is the disturbing force and external pressure source which has an impact on the ruling positioning strategy. The positioning strategy based on environmental changes will establish the “reverse” to change the system of the external environment. In the dynamic equilibrium cycle of action and reaction, the ruling positioning strategy constantly adjusted to be able to calmly deal with the external environment test. Of all the factors in the world situation, pattern change of the great power game among the most important consideration, countries make the selection of the strategy with the values of national level and the obtain maintenance of self-interest, forming the conflict contest within the game. Great powers make the choices of an alliance, leading the nerve of political, economic, cultural, social, military and others. They played a chief leading force behind the complicated international territorial disputes, the arms race, the most important trade conflicts and other international disputes. From the founding, the prosperous towards the powerful nation, the Communist Party of China "continuous learning and self-examine, constantly adjust, improve and complete", changed and improved their response to the test of the external environment.Based on the elements analysis summary, the political friction, the conflict of interest, a military contest, cultural penetration and institutional competition are the great power game elements which affect governance strategy and strategic positioning. The influence of great power game factors towards governing strategy and strategic positioning is diverse, such as the impact of the single elements of composition, the impact of elements aggregation formation, the demonstration effect of the game winner, lessons of game losing parties. Faced with the grim test of the external environment, the Chinese Communist Party must respond by increasing their flexibility. Avoiding disadvantages, independent and seek the support are the main actors in the great power game of choice of the Communist Party of China.It is an important practical issue of How to improve the accuracy of the positioning strategy of governing the country in the big game. Focus on global hot spots, response to concern around the world, it is the basic requirement in the context of globalization of the ruling. To adapt, change, innovate, and win in the complex game of great power, is the important way of establishing a governing strategy and strategic positioning to follow. From revolutions to the ruling, from plan to market, from closed to open, the Communist Party of China is the core decision-maker and performer of national construction and development. The Party building is the primary driving force for nation-building, governing strategy and strategic positioning represents a close bond between the will of the party and the governing of the national system. For governing strategy and strategic positioning in the Great power game, it is an overall consideration from the law level of national development approach, it is an overall plan of "what kind of country for governance, how to govern the country".
