A Study On The India’s Northeastern Frontier Governance

Frontier is an adjacent countries border region with its national sovereignty as the core, the national identity as the ligament, the national interests as the orientation, a combination of political, economic, military, culture, social comprehensive factors. Frontier issues collectively refer to various social issues in the border areas, and the process to solve the frontier issues is known as frontier governance.Northeast frontier is one of the most important and unique areas in India, where the geopolitics is complex and changeable, security situation is sensitive and fragile, peripheral regions are strain and severe, social culture is complex and multiple. Northeast frontier, known as constant ethnic conflicts, remarkable immigration problems, widespread terrorism, the long-term backward and dislocation economy for a long time, has always been the hot spots of the government of India, nations around the region and the international community attention.After India’s independence, the central government has established a number of policies on the northeast frontier in different periods:the implementation of the Nehru-Elwin Policy Framework in the period of early independence, the Security-related Approach after the Sino-Indian Border War in 1962, Reorganization of North East India Bill promulgated in 1971 with a political reorganizing of the northeast frontier, Look East Policy implemented after the end of the cold war with an unprecedented development opportunity for northeast frontier.In terms of political governance, India drew the administrative divisions on the northeast frontier, set up a legislative and administrative agencies, and established the great level of local self-government institution, keep down the action of separatist organization, and improved the the overall security situation. In terms of security governance, India has experienced the historical evolution of security strategies from neglecting to placing great emphasis on northeast frontier,from isolation to cooperation, from chaos to focus, and gradually set up a clear national security strategies. Now the overall security situation of the northeast frontier has stabilized, and social violence levels decreased significantly.In terms of economic governance,India emphasized on Balanced Regional Development, the central and local governments invested a lot of funds, for solving the present situation and existing problems in agriculture, industry, service industry and other fields, formulated the different development strategies, macro economy and the various industries were found developed with a certain degree.In terms of social and cultural governance, India focused on perfecting the basic medical and health service system construction, increased the great support with the northeast frontier education development, actively promoted the multi-channel employment of northeast frontier, strengthened the social and cultural basis for the frontier development and stability.Through the analysis of all aspects of India’s governance on the northeast frontier, we can see that India was experiencing the northeast frontier governance with the frontier peace and prosperity as its governance goal, formed a new frontier governance path with multiple governance subjects to solve multiple problems, full protection of rights and interests of tribal people, attaching importance to the international cooperation. At the same time, it’s also found that India’s unfavorable frontier governance of grassroots autonomous institutions, high quantity of crime, lack of transparency in the administrative procedure, severe bureaucracy corruption, slow speed of infrastructure construction is existed, which is unable to meet the increasing demand of economic development.After the systematic study on the India’s northeast frontier governance, the dissertation summarizes some universal laws of frontier governance, and provides some beneficial reference or enlightenment related frontier management for us or other nations. The dissertation especially puts forward some strategy plans based on the analysis of the status of Southern Tibet (India illegallyrefers to "Arunachal Pradesh"), and further suggestions is put forward about expanding China’s economic cooperation with Indian northeastern frontier and gradually promoting BCIM economic corridor construction.
