China is a country under the rule of law and the rule of law is the basic strategy of the Party and the people to govern the country. However, there still exist some negative corruption phenomenon in the society and one main reason for it is the ineffective power supervision. Based on this problem, Secretary Xi Jinping proposed “to strengthen the restriction and supervision over power, the power should be contained within a cage of regulation” at the second meeting of the CPC’s Eighteenth Session of the Central Commission for Discipline Inspection in 2013. During the Two Sessions of 2014, Secretary Xi put forward the specific requirements of “Three Stricts and Three Steadies” and one of the “Three Stricts” is being strict in preventing abuse of power. During the Two Sessions of 2016, Secretary Xi emphasized the stronger oversight over delegated matters when they are being handled and after they have been handled. All these have presented the importance of power supervision and policy supervision is an exertion of right that needs to be exercised effectively and completely under the rule of law. Policy supervision runs through the whole policy process and it is an indispensable part of the policy system.The study on policy supervision over the physical health education of middle and primary school students can guarantee the smooth working of physical health education policy system and effectiveness of policy implementation. Thus the implementation derivation in the physical health education policy of middle and primary school students can be removed and the quality of policy supervision as well as the policy supervision theory can be improved. It is not only the inevitable requirement of social development, but also the important reflection of running sports according to the law.Based on the purpose of research mentioned above, there are seven main parts of the research. First, it is about the theoretical foundation and components of policy supervision over the physical health education of middle and primary school students. According to control theory, policy control theory, education policy control theory and physical health policy control theory, five elements of policy supervision are constructed: subject, contents, tools, working system and quality assurance of policy supervision. These five elements make up the theoretical framework of the study on policy supervision over the physical health education of middle and primary school students and indicate the research directions.The second part is about the subject of policy supervision over the physical health education of middle and primary school students. In order to solve the supervision problems, the foundation is making the subject and hierarchical relationship clear. For the time being, the academic circles including education, law and physical education cannot come to any agreements on the definition of policy supervision subject and a series of problems of single subject, unclear power and responsibilities, functional weakening and institutional independence come into being. Therefore, the subject of policy supervision over the physical health education of middle and primary school students needs urgently to be decided in order to solve the problems of the subject and enhance the quality of policy supervision.The third part is about the contents of policy supervision over the physical health education of middle and primary school students, which is the crucial basis for supervision. In China, the huge variety of policy supervision contents can lead to the problems of forming incomplete, illegal and unreasonable supervision contents, so we can solve the policy supervision problems effectively only by fully understanding the current conditions of different supervision contents. Therefore, we must investigate the current conditions and existing problems of the policy supervision contents from the practical level and take targeted solutions to settle the problems.The fourth part is about the tools of policy supervision over the physical health education of middle and primary school students. There are many tools for policy supervision, so its diversity requires a most effective supervision tool, which also needs our further discussion to decide which one can be the tool.The fifth part is about the working mechanism of policy supervision over the physical health education of middle and primary school students. Even though the problems related to policy supervision subject, hierarchy relationship, contents and tools have been solved, what actually done is just clarifying the ownership rather than ensuring that the subject can fulfill supervision tasks. So we need to make an analysis of the current working conditions of the policy supervision mechanism and find out and settle the problems to make it work smoothly.The sixth part is about the quality assurance of policy supervision over the physical health education of middle and primary school students. On the basis of analyzing the policy supervision subject, contents, tools and working mechanism, the quality assurance problems should be also analyzed thus to guarantee the quality of policy supervision.The last part is about the specific solutions to policy supervision over the physical health education of middle and primary school students. These solutions are proposed according to the problems of the subject, contents, tools, working mechanism and quality assurance of policy supervision and these specific solutions involve the five aspects mentioned above.Apparently, the seven parts of research are closely linked and supplementary to each other according with the logical laws. The second to the sixth parts are the expansion and deepening of the first part and they are in a progressive layer. The last part is obtained on the basis of the first six parts and they echo each other.In view of the research purpose and range, the study adopts the methods including literature method, questionnaire method, interviewing method, Vague method in fuzzing mathematics and case study method. By using literature method materials from Management Science, Policy Science and Sports Science are collected and lay a theoretical foundation for the framework construction. Questionnaire is used to investigate middle and primary school headmasters, teachers and students in southwest China to fully understand the current conditions of policy supervision. Aiming at some specific problems, interviewing method is adopted and then the Vague method makes a quantitative analysis of the gained information. In the light of the subjectivity of the mentioned methods, the research adopts the objective case study method to make it up, thus a rigorous method system is formed.The research with all the above methods discovers the following problems: the subject of policy supervision over the physical health education of middle and primary school students is unclear, allocation of powers and responsibilities of the subject is unreasonable and there exist barriers among subjects; the usage of policy language needs to be standardized; the supervision contents are incomprehensive and the legality and reasonability of the contents need to be deliberated; mandatory tools are excessive while capacity building tools are insufficient, motivation tools, deficient and policy supervision working mechanism runs not smoothly and supervision quality is imperfect.Targeting on these problems, the paper constructs a theoretical framework for policy supervision over the physical health education of middle and primary school students and organizes the solving thoughts to the problems within policy supervision subject, contents, and tools, working mechanism and quality assurance. The paper also confirms the policy supervision subject, builds a list of responsibilities, strengthens the rule of law and regulations as well as an agent collaboration mechanism, perfects policy supervision text, examines the legality and reasonability of policy supervision contents, modulates and ends up some contents and constructs a system of the policy supervision contents. Besides, it reconfirms the position of policy tools, reshapes the classification theory of the tools, and builds a policy supervision toolkit, preference pattern and policy initiative research & design pattern, which hold back the subject’s powers, optimizes the information travel path, changes the concept of policy supervision and constructs a three-grade assurance mode for supervision quality. Based on this, “Six in One” policy supervision theory is proposed which includes balancing interests, regulating powers, guaranteeing rights, making decisions democratically, employing tools skillfully and fulfilling responsibilities.In brief, the above research conclusions are not only the important foundations for guaranteeing the legality and reasonability of the contents of policy supervision over the physical health education, but also the vital move to promote the smooth working of the policy supervision mechanism. They are also significant methods to guide deepening reform of school physical education, promote school sports work, and improve physical and psychological health, toned body and integrated development of teenagers. The conclusions can also enhance the quality of policy supervision and perfect its theory. Moreover, the study applies the theories of Policy Science and paradigm into the field of school physical education, by investigating from outside into inside problems, to widen the research category and by combining policy paradigm and PE study mode to innovate the paradigm of social sciences research and extend the field domain, thus to explore PE issues from the angle of Policy Science and supply reference and inspiration for the study of policy supervision.It is obvious that the practical and theoretical significance is self-evident, but there is a point needs to be illustrated. The research has a limitation that the research subject is restricted within the southwest region and the conclusion is also obtained based on this. Therefore, further research needs to be done to examine whether the conclusions can be applied to other regions as well and whether they can play their roles on a large scale. And not only that, further research should be also made centering on the subject, contents, tools, working mechanism and quality assurance and thus to perfect the policy supervision theory.
