The Study On Worker Union Under The Construction Of Social Security System

This passage aims to conclude whether it is necessary, rational and feasible that our labor union participates in social security system in the situation of our country by means of reviewing the history of our social security system and his experiences, as well as the analysis of what kind of actuality and problems exsit in our social organizations, especially our labor union, taking part in the social security system, including the investigation of foreign typical examples. It can conclude all of the characteristics in each stage and present the skeleton, of which our labor union plays an important role in different developing period of the construction of the social security system.Chapter Two introduces the theory and practice of the social organization getting involved in the social security system construction. From its theory, based on the analysis of some typical examples in several developed countries, this chapter concludes the rationality and inevitability of this participation, with the history and actuality of which are combined.Chapter Three aims to conclude what the labor union really does in the social security system construction. It consists of the research and development about the social security laws and policies, the implementation of democracy monitoring the social security laws and policies, participating in social security system construction of the employees in town actively, building social security system construction of the employees, developing social assistance actively, enlarging the coverage of the social security system, and meeting the demands of the poor groups for the social sustem security. After that this chapter also analyzes the main problems existing in the participation of our labor union in the social security system currently.In the Fourth Chapter, by summarizing the experience of the labor unions in Taiwan, Hongkong and Macao taking part in the social security system construction, it can sum up the foundation, conditions, patterns, function and effects of this participation in different social economic system and different social security modes. Based on this, it can also propose the emlightenment for this participation.According to the arguments above, Chapter Five brings forward the guiding ideology and the princoples of the labor union taking part in the social security system construction, and attempts to explore the rational approaches of this participation. The irreplaceable function by other organizations of the labor union of China in speeding up the reformation of social security system, transforming and promoting the sustainable development depends on Chinese actual conditions and the situations of Chines labor union. This union has to take part in social security system actively and functions effectively in the social security monitoring system. It is required that the labor union has to be dedicated to pushing the building and perfection of Chinese social security system which applies to socioeconomic development, exploring and developing social security patterns dominated by the labor union actively, and helping a large number of employees and their families enhance the abilities for risk adoption so as to make them share much insurance and wellfare. Finally in the conclusion, several suggestions in regard to Chinese labor union making a better function in social security system construcion are picked up. For instance, developing accessory social security system with Chinese characteristics dominated by the labor union; supporting and encouraging the labor unions in each stage to develop mass mutual aids and associations and expand the aiding range; bringing such aids and delivering warmth by the labor union into social security system and taking up the public budgeting and finace; drawing lessons from the experiences of labor management social insurance practice in western countries; Trying its best to be in charge of or co-manage one or more projects in social insurance with the government, sharing his overburden and developing the function of the labor union in tripartite mechanism completely.
