The Research On The Public Governance Mechanism Of Independent Institute In Transition

During the period of the economy transition, the noticeable change is that highereducation in our country has developed into the period of popularization, focusing onboth popularizing and improving, balancing efficiency and fairness. Based on thisbackground and the principle of public benefits, it has become an important projectfor China’s higher education to encourage the public to involve in higher educationschool running and to improve the quality of non-state school of higher education.Independent Institute is a revolution of the school running model of China’shigher education. It is in agreement with the world trend of public and privatecooperation in higher education school running. It is a reflection of the returning ofthe social rights of education. Drawing upon the experiences of western developedcountries, we should gradually develop Independent Institute into a mass typeuniversity which transmission technology, training a broader range of technical andeconomic elite.The development of non-profit organization stands for the beginning ofcontemporary citizen society. It is a reasonable system selection to overcome thenon-working problem of government and market. It is also a popular organization ofacademic private universities abroad. It is an inevitable selection for educationalpublic policies to transfer Independent Institute to non-profit organization.Public governance of education is a new form of traditional administration ofeducation. It is cooperation and interaction between government and private, publicsector and the private sector. We consider public governance activity of IndependentInstitute as an open social and political system. It is a government department andstakeholders carry on a serious of a process of constant interaction to improve quality,provide independent institute of education, to realize the public interests and thecommon goal more fully. It is about agreeing on related contract, implementation andrelief of a series of institutional arrangements and mechanism, and through the rightsand interests realization mechanism design overall during the process of schoolrunning process.The innovation of the thesis is as follows:1 From the Angle of system, based on the interactive relationship of runningfunction, the system structure and public governance of Independent Institute as the logical structure, the author studied the four basic functions and system arrangementof the social public governance including the two pairs of functional categories ,that issocial demand and internal demand , rights and orders. The author also put forwardfour governance functions of public governance mechanism so as to construct asystem of independent institute of public governance analysis framework.2 The author studied four basic function and institutional arrangement made upof the socialization and the selection feature of Independent Institute, undergraduateeducation and cultivating the function and applicative talents training from thepopularization of higher education function of social demands, under the guidance ofthe reasonable values in cognition, which is to make transmission value, serviceeconomy, cultivate elites and academic development into a whole ,which exceed thenarrow, the essence of "economic function"3 In view of the non-profit organization, the author analyzed the four charactersof the running mode of Independent Institute, such as quasi-private goods institutionalarrangement, studied the four functional groupings of latent function and manifestfunction and the positive and negative functions, as well as the mode of running inthree levels’maladjustment, and demonstrates the necessity of transition to thenon-profit organization. The thesis transcend the traditional research mode betweenthe government and the market mechanism to provide a new thinking to research thereasons of non-working problem of Independent Institute and for a new way oftransformation.4 In the public governance mechanism design, the author researched thecompensation reflection of Independent Institute policy and discussed the systemdesign of introduction leading to cooperation through analyzing game theory model ofsystem dynamics and private supplied public products. Based on AGIL analysismethod, the author systemized the factors that influence the quality of IndependentInstitute and research related system and function. The author also researched theimportant significance of the university development and the academic developmentmechanism affecting public governance by the research structure function-structureanalysis.
