Reforming the educational field deeply and accelerating the ability of educational governance to modernization become the most important point in our reform of higher education.The higher education administrative system in our country built on the highly centralized planned economic system and its major characteristic was that government’s strict management and administrative intervention on higher education and colleges and universities have no autonomy so as to difficult to realize the best match of educational resources and improvment of efficiency.How to balance the relations between Indian government,institute and society of Indian Institute of Technology worth thinking.Therefore,the governance structure of Indian Institute of Technology is the object.The author uses textual analysis method,case study method and method of comparative analysis to study the external governance structure of Indian Institute of Technology.The author analyses the external governance structure on the basis of polycentric governance theory from the three dimensions.They are the polycentric spatial dimension,polycentric management main body dimension and polycentric power angle dimension.The author summarizes the regularities for reference.The governance structure of Indian Institute of Technology exists and beneficial for its stability and rationality.The key point is that Indian government,institute and society seek for balance during the process of consistant game.Specifically,balancing between the country’s and institute’s interest,gaming between academic and administrative authority,merging between government’s regulation and market’s control,adjusting between institute’s development and society’s requirement, realizing the best match between government,colleges and universities and society by interaction.
