Competitive sports are originated from social culture and national culture, with the deepening of socialist market economy reform, the social environment, which the“whole nation system”survive in, has changed dramatically. The original "whole nation system" management mode and operation mechanism became more and more difficult to adapt to Chinese current social and economic development and reform of competitive sports’needs. Nevertheless, the problems and defects are also increasingly exposed, that makes it become inevitable to develop the athletics of school.The athletics of school refers to an educational process of cultivating the reserve talented personnel in sports. The process is to organize the athletic students to train systematically to improve students’athletics level comprehensively; therefore, the athletic students are able to participate in the high level competition.The athletics of school system refers to the sum of various agencies, which regards school as the main part, organizes and manages athletics of school, and various systems and principles.By comparison of the competitive sports system, the analysis of competitive sports in schools between the U.S. and China, and the research of the school sports operation mechanism in our country, we come to the conclusions as following:First, Chinese current competitive sports system has the certain historical merit, but there are some deficiencies, so it is imperative to take the reform of competitive sports system.Second, American successful model of competitive sports development provides us the examples for the development of our country’s competitive sports. There are some ways which can promote competitive sports’sustainable development, such as, changing the ideas, weakening“the whole nation system”training mode, and developing the athletics of school vigorously.Third, take the advantages of characteristic schools. The characteristic projects have vigorous vitalities and strong mass deep, it is necessary to let them move on in the right direction, besides, the school and local government need to provide the strong support in funding and policies.Fourth, further improve the“Primary School - Secondary School– University”, the connected sequence of school sports training system. Under the new situation, we should vanguard university students, and bring the training system into the whole system. In primary and secondary schools, after-school training is based on the traditional projects. Fostering students’interests of participating in sports activities and habits, strengthening students’body, mastering the basic techniques, all of them could lay a solid foundation of further improving the sports skills.Fifth,establish suitable model of the athletics of school for China, format the "three vertical and two horizontal" operation mechanism and three-tier management system,“Three Verticals”refers to Collegiate Athletic Association, High School Sports Associations and Children’s Sports Steering Committee and its subsidiary bodies.“Two Horizontals”refers to two kind of horizontal linkages, which are Steering Committee Children’s sports - High School Sports Associations - College Sports Associations and High Schools - Universities (cooperative unit or friendly units). three-tier management system refers to which is the highest executive decision-making (first level) - Ministry of Education, the State Sports General Administration of Joint; Executive management (second level) - University, High School Sports Associations and Children’s Sports Steering Committee; Sector of coordination and implementation (third level) - University Sports Associations in all provinces, autonomous regions and municipalities and the Children’s Sports School Steering Committee. Therefore, it can achieve the sustainable development of the athletics of school.Sixth, reform recruiting students’mechanism. Formulated provinces and regions college athletes recruiting principles by Ministry of Education, drafted uniform standards of studies for member colleges and universities. In principle, the standards are not less than the minimum admission line of member colleges and universities for ensuring athletes’students’learning after getting into the schools. Secondary schools should associate admission office in regions, School Sports Association and member schools to formulate the study standards by referencing to the local schools admission lines. It could create a kind of virtuous cycle to achieve the sustainable development of school sports.Seventh, reforming the examine systems of school sports athletes qualification, take the implementation of athlete registration system, registration authority is the provincial sports associations, and submitted to the Ministry of Education student sports association for the record, the university sports association and middle school sports association was established respectively the credentials committee to be responsible for the qualification examinations.Eighth, playing the role of the Coach Commission to realize the coaches’exchange and their business capability development. School coaches’training is taken by Coach Commission which is under the new model, and holding periodic evaluations every three years. According to different levels to participate in different coaches’training courses, practicing certificate is issued after passing the examinations. The coaches who are with the professional qualifications can take the job. Ninth, establish the university-centered regional-style school sports training base. University owns excellent teaching force, scientific theoretical guidance and advanced hardware. All of them provide a superior environment for establishing the training base in University. It is necessary to work out the different training plans according to different characteristics of students in different ages for cultivating excellent athletes.
